From mid-December 2025 to now, when Decree No. 282/2025/ND-CP of the Government officially took effect, Ms. Nguyen Thi Mai (motel owner on Phu My street, Tu Liem ward, Hanoi) has continuously reminded tenants to proactively declare their stay.
According to Ms. Mai, in the group managing shared boarding houses, she also instructed tenants to declare directly or register temporary residence online on VNeID in accordance with regulations to avoid being fined.
Here, Ms. Mai provided information about the homeowner, citizen identification number, and home address for tenants to proactively declare.
From December 15, 2025, the act of not registering temporary residence will be fined up to 1 million VND. Many new students renting rooms in January 2026, I have also continuously reminded, notified, and guided them to carry out this procedure right on the VNeID application" - Ms. Mai said.
As a landlord, Tran Kim Huyen (a student renting a room in Cau Giay ward, Hanoi) said that right from December 2025, the landlord has reminded and guided tenants to declare their stay to avoid being fined.
When looking for a roommate from January 20, 2026, Huyen's friend was also informed and guided by the landlord to declare temporary residence through the VNeID application to avoid being fined.

Decree No. 282/2025/ND-CP of the Government, effective from December 15, 2025, stipulates penalties for administrative violations in the fields of security, order, social safety; prevention and combat of social evils; prevention and combat of domestic violence.
Article 10 mentions violations of regulations on registration and management of residence as follows:
- A warning or a fine of 500,000 VND to 1,000,000 VND shall be imposed for one of the following acts:
Failure to properly implement the provisions of law on permanent residence registration, temporary residence registration, permanent residence registration deletion, temporary residence registration deletion, household separation, adjusting residence information in the Residence Database or declaring residence information;
Failure to comply with the provisions of law on notification of stay, declaration of temporary absence;
Do not present documents related to residence or residence information on the national identification application as required by the agency or competent person.
- A fine of VND 2,000,000 to VND 4,000,000 shall be imposed for one of the following acts:
Erasing, correcting and falsifying the content of confirming information about residence, other documents related to residence;
Buying, selling, renting, leasing to confirm information about residence, other documents related to residence to commit acts contrary to the provisions of law;
Borrowing, lending or using confirmation of residence information, other documents related to residence to commit acts contrary to the provisions of law;
Having resided in a new legal residence, meeting the conditions for residence registration but not carrying out procedures to change the place of residence registration according to the provisions of law;
Accommodation business establishments, collective housing, medical facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments that do not notify accommodation for 1 to 3 occupants;
Organizing, inciting, instigating, luring, seducing, brokering, coercing others to violate the law on residence;
Pawning or receiving papers and documents about residence;
Destroying residence papers and documents.
