Developing supporting industries: A breakthrough for the semiconductor industry

Prime Minister Pham Minh Chinh has just signed Decision No. 1018/QD-TTg dated September 21, 2024 promulgating the Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050. This is considered a breakthrough to develop this new and potential industry.

Aiming for 100 billion USD/year revenue

For the semiconductor industry, the Strategy is divided into 3 phases with specific revenue targets. Phase 2024 - 2030: The scale of semiconductor industry revenue in Vietnam reaches over 25 billion USD/year, the added value in Vietnam reaches 10 - 15%; Phase 2030 - 2040: The scale of semiconductor industry revenue in Vietnam reaches over 50 billion USD/year, the added value in Vietnam reaches 15 - 20%; Phase 2040 - 2050: The scale of semiconductor industry revenue in Vietnam reaches over 100 billion USD/year, the added value in Vietnam reaches 20 - 25%.

Previously, on August 8, the Prime Minister also signed Decision No. 791/QD-TTg on the establishment of the National Steering Committee for the development of the semiconductor industry (Steering Committee).

Human resources, the breakthrough of breakthroughs

The world context is evolving complicatedly, causing a shortage of semiconductor chips. Therefore, the world map of this industry is in need of being redrawn. This is an opportunity for Vietnam to participate more deeply in this field - the foundation field of digital transformation, green transformation, conditions that Vietnam is in great need of for the process of rapid and sustainable development.

Dr. Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, commented: The Government has now made a very clear point of view that in the semiconductor industry, human resource development is the breakthrough of breakthroughs; investment must be commensurate with the level to bring true value.

"Vietnam has many advantages, first of all, abundant human resources and low costs. Second, we have experience in exporting software and we are also one of the countries that have been successful in exporting software. Third, our geopolitical and political position is very stable. These are very important advantages. In particular, in recent times, the Government has been very supportive of policies on the development of the semiconductor industry," said Dr. Nguyen Ngoc Son.

Notably, during this time, Deputy Prime Minister Le Thanh Long signed Decision No. 1017/QD-TTg approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".

According to the Decision, by 2030, Vietnam will train at least 50,000 human resources with university degrees or higher to serve the semiconductor industry, including at least 42,000 engineers and bachelors; at least 7,500 master's students and 500 postgraduates; train at least 15,000 human resources in the design stage, at least 35,000 human resources in the production, packaging, testing and other stages of the semiconductor industry; train at least 5,000 human resources with deep expertise in artificial intelligence to serve the semiconductor industry.

According to the Ministry of Education and Training, there are currently about 26,000 university students studying electronics and telecommunications.From the 2024-2025 school year, it is possible to attract about 30-50% of this number to switch to the semiconductor industry.
However, to achieve the number as set out in the strategy, the solution that needs to be implemented immediately is to build a team of lecturers who are updated and trained in the most advanced knowledge.Next is to build resources for key laboratories.At the same time, textbooks, documents and training programs must always be updated with the latest advances in science and technology.

Decisions 1017 and 1018 issued on the same day affirm the Government's interest in semiconductor technology, creating the premise for development towards an industry worth hundreds of billions of USD in the future.
