The project is invested by a joint venture of Cuong Thinh Thi Construction Investment Group JSC and Thien Phu Construction and Trading Investment Co., Ltd.; the economic organization implementing the project is Co To Wind Power JSC.
According to the decision, Quang Ninh 4 Wind Power Plant has a designed capacity of 50MW, deployed in Co To Special Zone, with a total investment of over 2.364 billion VND. The project uses about 11.95ha of land and water surface. Investment items include wind turbine system, transformer station, 110kV power line and related auxiliary works.
The progress of basic construction and putting the project into operation is expected to be within 30 months from the date the investor is allocated land, leased land, and water surface. The operating term of the project is 50 years from the date of land allocation, lease, and water surface.
The project is expected to contribute to the task of developing primary energy sources in the direction of strengthening self-reliance, diversification, ensuring efficiency, reliability and sustainability; supplementing power supply for the Northern power system; and sharing the financial burden for the Electricity industry in investing in power source development; providing clean, non-emission power sources, and implementing the national commitment to voluntarily cut greenhouse gases.
It is known that this is the first offshore wind power plant in the province.
Previously, on April 23, 2026, the Joint Venture of Cuong Thinh Thi Construction Investment Group JSC and Ea Sup 5 JSC organized the Groundbreaking Ceremony of Quang Ninh 1 Wind Power Project in Hoanh Bo ward and Thong Nhat commune, Quang Ninh province.
The project has a total investment of 7, 290 billion VND. This is the first wind power project in the province, with a capacity of 200MW, including 32 modern wind turbines and a 220kV transformer station and a synchronous connection line system. It is expected that in 2028, the project will go into operation, producing about 0.6 billion kWh/year, contributing to national energy security.
