On May 11, Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies of Quang Ninh province - chaired the Provincial Party Committee Standing Committee Conference to discuss the investment policy for the Quang Ninh 4 Wind Power Plant project in Co To Special Zone and some other important contents.
According to the report of the Provincial Party Committee and People's Committee, the Quang Ninh 4 Wind Power Plant project has a capacity of 50MW, the investment location is in the near-shore sea area of Co To Special Zone.
This is also the first offshore wind power plant in the province, thereby contributing to exploiting the potential for offshore wind power development of the province.
Based on discussion and analysis of relevant factors, the Standing Committee of the Provincial Party Committee highly agreed with the project investment policy.
Directing this content, Provincial Party Secretary Quan Minh Cuong emphasized that with a total wind power potential of nearly 16,000MW, of which the potential of offshore wind power is about 13,000MW, Quang Ninh has a complete advantage to become the wind power center of the whole country.
Therefore, along with accelerating the progress of the Quang Ninh 4 Wind Power Plant project, the Provincial Party Committee and People's Committee continue to direct a thorough and comprehensive survey of areas where wind power projects can be invested in and developed in the area. On that basis, it is proposed that the Ministry of Industry and Trade supplement the development plan of power source projects in Power Plan VIII; at the same time, build a methodical development orientation, especially the orientation of building an electricity transmission system as well as ensuring synchronization with marine farming planning and waterway traffic route planning.
Previously, on April 23, 2026, the Joint Venture of Cuong Thinh Thi Construction Investment Group JSC and Ea Sup 5 JSC organized the Groundbreaking Ceremony of Quang Ninh 1 Wind Power Project in Hoanh Bo ward and Thong Nhat commune, Quang Ninh province.
The project has a total investment of 7, 290 billion VND. This is the first wind power project in the province, with a capacity of 200MW, including 32 modern wind turbines and a 220kV transformer station and a synchronous connection line system. It is expected that in 2028, the project will go into operation, producing about 0.6 billion kWh/year, contributing to national energy security.
