To implement the opinion collection, the whole province has established 2,563 people's opinion collection groups with 10,315 members. Localities have organized reviews, created and publicly announced the list of 387,751 households subject to opinion collection, ensuring completeness, accuracy, and no omission of subjects.
During the implementation process, localities also organized many thematic conferences, integrated propaganda at the grassroots level; promptly explained and clarified the contents that people are still concerned about, thereby creating consensus and high unity among the people towards the policy of establishing Quang Ninh city.
The results of the opinion poll show a very high consensus of the people on the Project to establish Quang Ninh city. The whole province has 1,452 villages, hamlets, and neighborhoods with 387,751 households subject to the opinion poll; of which 385,597 households participated, reaching 99.44%. The number of households agreeing is 385,440, accounting for 99.96% of the total valid votes; 14 localities achieved an absolute approval rate of 100%.
There is another opinion (the opinion agrees but proposes to take the name "Ha Long city" instead of Quang Ninh city).
In addition to organizing widespread public opinion collection on the policy and Project to establish Quang Ninh city, the province also simultaneously implements the collection of opinions from relevant agencies and units to ensure comprehensiveness and rigor in the project development process.
Based on the received opinions, the Department of Home Affairs has reviewed, revised, and completed the draft Project before submitting it to competent authorities for consideration.
Previously, the Central Executive Committee issued Conclusion No. 20-KL/TW dated April 7, 2026 of the Politburo on the policy of establishing Quang Ninh city directly under the Central Government on the basis of the administrative boundaries of Quang Ninh province.
According to the Conclusion, after considering the Submission of the Quang Ninh Provincial Party Committee, the Politburo agreed with the policy of establishing Quang Ninh city in the direction of a green, civilized, modern, and culturally rich city.
Implement restructuring of the integrated development space of urban areas, sea, islands, borders, and heritage into a complete ecosystem; shift from organizing a scattered space to integration, from administrative boundaries to a multi-center, open and interconnected ecosystem.
Expanding the growth space, creating breakthroughs with growth drivers being science, technology, digital transformation; synchronously developing green economy, heritage economy, marine economy, border economy, night economy and cultural industry.
Promote the development of road infrastructure, high-speed railways, airports, seaports and smart urban infrastructure, connecting major urban centers.
Ensure harmonious and balanced development between communes, wards, and special zones; protect the environment and preserve cultural identity; strengthen institutional reform, innovate governance, build a government that creates development, integrity, discipline, order, and operates effectively and efficiently; improve the quality of people's lives.
The Politburo assigned the National Assembly Party Committee and the Government Party Committee to lead and direct departments, ministries, branches, and relevant agencies to coordinate with Quang Ninh province to complete dossiers and procedures according to regulations; report to the Party Central Committee, submit to the National Assembly for consideration and decision in 2026.
