Plan No. 43/KH-UBND on import-export development (IP) of Quang Ninh province in 2025 was issued by the Provincial People's Committee on February 11, 2025.
Accordingly, Quang Ninh aims to increase the proportion of exported industrial processing and manufacturing to 67% of the total export turnover of enterprises in the province.
Diversifying export markets, increasing the export proportion to Asia is expected to reach about 82% of total export turnover in 2024; Europe 10%; America 5%; Africa 1% and other regions 2%.
These goals are built on the advantage of infrastructure and geographical location. Quang Ninh province has nearly 119 km of land border and 191 km of sea border with China, facilitating trade through the system of road and sea border gates.

In recent years, the province has strengthened cooperation with the Guangxi Zhuang Autonomous Region (China) in expanding and upgrading border gates and openings to promote import and export activities.
Currently, the two sides are coordinating the operation of key border gates and openings such as: Mong Cai - Dong Hung international border gate (Bac Luan I bridge, Bac Luan II bridge); Km3+4 opening route in Hai Yen ward (Mong Cai); Hoanh Mo - Dong Trung bilateral border gate; Bac Phong Sinh - Ly Hoa customs clearance route.
Regarding logistics infrastructure, Quang Ninh owns 8 wharf areas, 2 anchorage and transfer areas, identified by the Government as one of the 5 major seaport areas in the country.

These ports play an important role in transporting goods and passengers in the Northern region, contributing to the development of the inter-regional and international economy.
In particular, the expressway system connecting Hanoi, Hai Phong to Mong Cai border gate helps shorten transportation time, Van Don international airport is also a plus point for Quang Ninh.
Not only investing heavily in infrastructure, Quang Ninh also maintains its leading position in the country in administrative reform, continuously maintaining the top position in the Provincial Competitiveness Index (PCI) for 7 consecutive years (2017 - 2023), creating a favorable environment for businesses.
Thanks to the above factors, import-export activities in Quang Ninh in early 2025 recorded many positive signals. According to Mong Cai Border Gate Customs Branch, as of February 8, 2025, there were 480 enterprises carrying out customs procedures, an increase of 87 enterprises compared to the same period last year, of which 56 enterprises participated in import and export for the first time. Total turnover reached 493.56 million USD, up 24% over 2024.
At Bac Phong Sinh border gate, total import-export turnover reached 7.4 million USD, up 80.4% over the same period last year.
According to the Ministry of Industry and Trade, exports are forecast to have many advantages in 2025 when global inflation cools down and international market demand gradually recovers. With these positive signals, Quang Ninh expects to complete and exceed the import-export plan, contributing to the GRDP growth target of 14% in 2025.
