Temporarily suspend issuance and renewal of driving licenses via post offices of communes and wards
Regarding the issue of training, testing and issuing and exchanging driving licenses, on the afternoon of February 19, speaking with reporters, Mr. Bui Vinh Phu - Head of the Department of Vehicle and Driver Transport Management (Dien Bien Provincial Department of Transport) said that currently, the Department of Transport is handing over the task of State management of testing and issuing driving licenses to the Provincial Police. Expected to be completed before February 28, 2025.
Mr. Phu also emphasized that the Department of Transport of Dien Bien province will continue to issue and renew driving licenses normally while waiting for the transfer of tasks. People can rest assured and have no impact.
Accordingly, the time for handing over documents and records related to State management of testing and granting driving licenses is from February 18-28. Regarding the software and database for testing management and granting driving licenses at the Department of Transport, the time to receive the final data is expected to end on February 28.

However, Mr. Phu also said that in the past, when the National Public Service Portal was operating well, the Department of Transport coordinated to receive the issuance and renewal of A1 motorcycle driving licenses at post offices of communes, wards and towns in the province. However, currently, the software is updated, so the issuance and renewal of the A1 motorcycle driving license must be transferred to the Department.
On February 19, the Vietnam Road Administration has just issued a document requesting the Departments of Transport of provinces and centrally run cities to continue issuing and exchanging driving licenses while waiting for this task to be transferred to the Ministry of Public Security.
Accordingly, the Department of Roads requested the Departments of Transport to have a plan to receive, process documents to change, reissue driving licenses, and issue international driving licenses so that the receipt and signing of the received driving licenses can take place continuously, without interruption until the date of the regulation on the time of transfer of tasks by the competent authority.
Note on granting and renewing driving licenses according to new regulations
Currently, according to the Law on Road Traffic Order and Safety, driving licenses issued before the effective date of the Law (1.1.2025) will continue to be used for the period stated on the driving license. Thus, before 2025, the driving license can continue to be used according to the above deadline without having to retake the exam.

For those who have an automatic driving license issued before the effective date of the Law (January 1, 2025) and need to change or reissue the driving license, do the following: Class B1 automatic license can be changed or reissued to class B with the limitation of only being allowed to drive automatic cars; Class B1, B2 can be changed or reissued to class B or C1 and the certificate of driving a specialized motorbike for drivers of tractors with a load capacity of up to 3,500kg; Class C remains the same when changing or reissuing the same class and the certificate of driving a specialized motorbike for drivers of tractors with a load capacity of over 3,500kg.
The fee for issuing and renewing driving licenses as prescribed in Circular 37/2023/TT-BTC is 135,000 VND/issuance. In case of submitting the application online, Circular 63/2023/TT-BTC stipulates: From December 1, 2023 to December 31, 2025, the fee is applied at 115,000 VND/issuance; from January 1, 2026 onwards, the fee is applied at 135,000 VND/issuance.

Also from January 1, 2025, A1, A, B1 driving licenses are not valid; Class B and C1 are valid for 10 years from the date of issuance; Class C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE are valid for 5 years from the date of issuance.
Recently, on February 17, the Traffic Police Department (CSGT) said that after receiving and handing over the task of State management of testing and granting driving licenses from the Ministry of Transport, the Ministry of Public Security assigned the Traffic Police Department to receive and perform the corresponding tasks of the Road Department.
The provincial level assigned the Traffic Police Department to receive and perform the corresponding tasks of the Department of Transport; the commune level to perform the task of receiving documents for changing and reissuing driving licenses to serve people right at the facility.
People can submit their driving license application right in their commune, ward, or town and can register to take the test in any locality nationwide after graduating from driving training courses, regardless of administrative boundaries and training places as at present.
