Of which, the processing and manufacturing industry recorded the strongest increase, reaching 24.07%, contributing 3.29% to overall growth and accounting for 15.21% in GRDP, continuing to play a leading role. The service - tourism sector also grew positively at 15.18%, contributing 5.48 percentage points, accounting for 37.27% of GRDP.
Trade and service activities have improved in many fields. Quang Ninh province has organized 6 Vietnamese fairs, exhibitions, and weekly products; total retail sales of goods increased by 19.38%; wholesale sales increased by 24.52%; accommodation, food and beverage, and travel services increased by 19.37%; transportation and warehousing increased by 30.29%. The whole province welcomed 17.11 million tourists, an increase of 9% over the same period, with total tourism revenue estimated at 44,250 billion VND, an increase of 20%.
This result was achieved thanks to the province's closeness to the theme of the year "Breakthrough in economic development, creating momentum for the new term", and being vigorously implemented from the beginning of the year according to the direction of the Government, aiming for a growth target of over 12%.
Quang Ninh has focused on innovating thinking, being creative in its way of doing things, making breakthroughs in mechanisms and policies; re- positizing local values, fully identifying advantages, challenges and bottlenecks to have appropriate solutions. Along with that, it is both consolidating and renewing traditional growth drivers, such as: Public investment and private investment, and strongly promoting new growth drivers, such as: Science and technology, innovation, digital transformation, digital economy, marine economy, heritage economy, night economy and emerging fields.
In particular, in developing the processing and manufacturing industry, the province has stepped up the removal of obstacles in land, planning, filling materials, and land prices; working directly with investors in industrial park infrastructure to review, evaluate capacity and allocate specific investment attraction targets for each stage. Along with that, the province has improved the effectiveness of investment promotion according to the closed cycle from procedures, site clearance, preparation of land funds, labor to post-investment support, helping projects shorten preparation time and speed up implementation.
Quang Ninh has also promoted the transition from the mass tourism model to sustainable tourism; focused on researching and developing new tourism products and services; effectively exploited the infrastructure system of seaports, airports, and border gates; and diversified forms of promotion, advertising and investment in tourism development.
Along with economic development, Quang Ninh also demonstrated proactiveness and flexibility in direction and management, ensuring that key political, economic and social tasks were effectively implemented, creating clear changes and receiving high recognition and appreciation from the people and the Government. The model of local government at both levels has gradually become more stable; the team of cadres and civil servants clearly demonstrates the spirit of setting an example and responsibility, contributing to building a streamlined, effective and efficient administrative apparatus, improving the quality of governance and serving the people.
In the last 3 months of the year, Quang Ninh has focused on key tasks, in which it strives to achieve growth of over 14% in the fourth quarter, to ensure a growth rate for the whole year of at least 12.5% according to the Government Resolution. Along with that, continue to remove difficulties for localities in the process of operating the two-level local government model, handle institutional and policy shortcomings; at the same time, start activating new growth drivers associated with the country's pillar Resolutions in the next development stage.
