The Department of Education and Training of Quang Ninh province has just submitted a report proposing to adjust the time for organizing the 10th grade high school entrance exam for the 2026-2027 school year, from July 3-5, 2026 to May 27-29, 2026. However, according to the People's Committee of Quang Ninh province, the report has not clarified the practical basis, the necessity and full impact assessment for the Provincial People's Committee to consider and decide on adjusting the exam time.
Therefore, Quang Ninh Provincial People's Committee requests the Department of Education and Training to urgently review and comprehensively assess; clarify the necessity and effectiveness of the proposed plan; supplement data and survey content for directly affected subjects, plan to complete the program, review, stabilize psychology, create peace of mind for parents and students and prepare in all aspects for the exam of candidates; complete reports and re-propose (if necessary).
Request the Department of Education and Training to proactively provide official and timely information about the exam time to stabilize the situation, avoid causing panic among students and parents.
Regarding the organization of secondary and high school enrollment for the 2026-2027 school year, Quang Ninh Provincial People's Committee assigned the Department of Education and Training to urgently advise the Provincial People's Committee to establish a High School Enrollment Steering Committee and approve the enrollment plan under its management, as a basis for departments, branches, localities, and educational institutions to proactively organize implementation; complete and report to the Provincial People's Committee the draft enrollment plan before March 7, 2026.
Guide commune-level People's Committees and educational institutions to fully prepare the conditions and organize enrollment to ensure the set goals and requirements, and not to cause social frustration.
Unify regulations on enrollment for key, high-quality secondary schools in the district in the past, suitable for the new management model and promoting investment efficiency. Soon have orientations and guidelines for enrollment for specialized educational institutions operating from the 2026-2027 school year (border boarding schools, centers supporting inclusive education development) as soon as there are sufficient legal regulations to avoid being passive about the source of enrollment.
Preside over and coordinate with localities to review and unify proposals for targets and enrollment areas suitable to the new administrative boundaries and practical conditions of each region, ensuring fairness, stability, proper authority, in accordance with educational goals and consensus among the people.
Quang Ninh Provincial People's Committee assigns the People's Committees of communes, wards, and special zones to direct, organize and be responsible for enrollment work in the area under their management, ensuring compliance with enrollment regulations and guidance of the Department of Education and Training; not allowing errors to occur affecting students' rights.
Strengthen propaganda and guidance for students and parents to properly implement enrollment regulations; proactively grasp public opinion, promptly handle or report arising issues, and prevent the formation of "hot spots" for enrollment.
