Accompanying investors but determined with slow-progressing projects
On August 20, Hai Anh Wind Power Plant (built in Huong Phung and Lao Bao communes, Quang Tri province) officially put into commercial operation. This is the 22nd wind power project in Quang Tri province to generate electricity for commercial operation, bringing the total power generation capacity of the 22 projects to 1,034.2MW.
Hai Anh Wind Power Plant is invested by Hai Anh - Quang Tri Phong dien Joint Stock Company, with a capacity of 40MW, total after-tax capital of about 1,500 billion VND. This is a group B, level II energy project, built in Huong Phung and Lao Bao communes, on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
According to Mr. Quan Duy Hai - Chairman of the Board of Directors of the company, the plant will provide about 118 million kWh of electricity per year, contributing to reducing power shortages and ensuring energy sources for socio-economic development. The project is expected to bring in revenue of more than 200 billion VND/year, pay the budget about 40 billion VND, and at the same time open up opportunities for ecotourism development in the western area of Quang Tri.
Currently, in Quang Tri province, there are 10 wind power projects with a total capacity of 384MW. Of which, Huong Linh 4 (30MW) and Tan Hop (38MW) are expected to be operational by the end of 2025; other projects will be completed in the 2026 - 2027 period.
However, some projects such as TNC Quang Tri 1 and TNC Quang Tri 2 are behind schedule. The People's Committee of Quang Tri province has required investors to pay an investment guarantee deposit in the third quarter of 2025, while committing to clear progress and specific financial solutions. Huong Linh 5, Huong Hiep 2 and Huong Hiep 3 projects are still in the survey and feasibility report preparation stage.
The leader of the Provincial People's Committee said that Quang Tri agreed on the policy of extending the progress with the condition that the investor deposit and prove financial capacity. The consistent viewpoint is to accompany and support but resolutely with the situation of delays, avoid wasting resources and development opportunities.
Closely following the planning, striving to become an energy center
According to the Department of Industry and Trade of Quang Tri province, the development of the energy industry is identified as a key and breakthrough field of the province, especially renewable energy. Up to this point, the total capacity of power generation and commercial operation in the province has reached nearly 1,559MW. This includes 22 wind power projects, 11 hydropower projects, 4 ground-based solar power projects and 1,204 rooftop solar power projects.
In the VIII Power Plan and adjustments approved by the Prime Minister, the total power source capacity in Quang Tri by 2030 is 12,963MW, of which wind power alone will reach 4,614MW. Along with that, the transmission grid system is planned synchronously with many lines and transformer stations...
Mr. Ho Xuan home - Director of the Department of Industry and Trade - said that the Provincial People's Committee has directed the Department of Industry and Trade and related departments and branches to actively select investors with the capacity to implement projects under the plan.
In addition, Quang Tri also updated many energy and climate policies, including Action Program No. 15-CT/TU dated April 27, 2021 of the Provincial Party Committee implementing Resolution No. 55-NQ/TW of the Politburo on national energy development strategy orientation.
Mr. Tran Phong - Chairman of the People's Committee of Quang Tri province - emphasized that the province will focus on directing the drastic implementation of the Power Plan VIII (adjustment); urge the progress of 500kV power source and transmission grid projects to aim to turn Quang Tri into the energy center of the Central region and contribute to the Net zero roadmap by 2050.
