New information on the roadmap for tightening automobile emission standards, people are supported with money for conversion

Automobiles participating in traffic in Hanoi and Ho Chi Minh City manufactured since 2017 will apply Level 4 emission standards from January 1, 2027.

The Ministry of Justice has just announced the appraisal dossier of the draft Decision of the Prime Minister regulating the roadmap for applying national technical regulations on emissions of cars participating in road traffic.

According to the draft Decision drafted by the Ministry of Agriculture and Environment, the roadmap for applying national technical regulations on automobile emissions participating in road traffic is as follows:

- Automobiles manufactured before 1999 apply Level 1 from the effective date of this Decision.

- Automobiles manufactured from 1999 apply Level 2 from the effective date of this Decision.

- Automobiles manufactured from 2017 apply Level 3 from January 1, 2026.

For cars participating in traffic in Hanoi and Ho Chi Minh City manufactured from 2017, Level 4 will be applied from January 1, 2027.

- Automobiles manufactured from 2022 apply Level 4 from January 1, 2026 and Level 5 from January 1, 2030.

For cars participating in traffic in Hanoi and Ho Chi Minh City manufactured from 2022, Level 5 will be applied from January 1, 2028.

- From January 1, 2030, cars participating in traffic in Hanoi and Ho Chi Minh City must meet the regulations on emissions from Level 2 or higher.

The draft also assigns tasks and responsibilities to ministries and branches for implementation. Accordingly, the Ministry of Agriculture and Environment is assigned to continue researching and developing regulations to improve national technical standards and regulations on emissions of cars participating in road traffic, and submit to the Prime Minister for announcement of the next roadmap.

The Ministry of Construction shall preside over the organization of inspection and certification of automobiles meeting the emission standards prescribed in this Decision; supervise motor vehicle inspection facilities conducting inspections of automobile emissions in compliance with this Decision in inspection and certification of technical safety and environmental protection.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and branches to ensure the production, import and supply of fuel for motor vehicles with quality in accordance with national technical regulations on gasoline, diesel fuel, biofuel and in accordance with technical regulations and roadmaps for applying emission levels prescribed in this Decision.

The Ministry of Science and Technology studies and reviews national technical regulations on fuels to amend and supplement them in accordance with the roadmap for applying emission levels prescribed in this Decision. Review regulations on recognition and designation of the organization of inspection and standardization of emission measuring devices according to the provisions of the law on measurement to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision.

The Ministry of Finance shall preside over and propose policies on taxes, fees, and financial support to encourage users to replace and switch to more environmentally friendly vehicles.

The Ministry of Public Security organizes inspections and controls the compliance of cars with the corresponding emission levels in this Decision; handles violations according to the provisions of law.

The People's Committees of provinces and centrally run cities coordinate with relevant ministries to organize the implementation of this Decision; manage, inspect and supervise the quality of fuel when circulating on the market.

Based on socio-economic conditions and requirements for environmental protection in the locality, if necessary, a roadmap for applying local emission levels can be regulated in a more strict direction than the emission levels prescribed in this Decision, ensuring compliance with the provisions of the Law on Environmental Protection and the Law on Road Traffic Order and Safety.
