On May 12, the People's Committee of Thai Binh province will coordinate with the People's Committee of Nam Dinh province and investors to organize a groundbreaking ceremony for the CT.08 expressway project, the section passing through Nam Dinh - Thai Binh province; groundbreaking ceremony for the Hung Phu Industrial Park project and groundbreaking ceremony for the GEL-O&J automobile factory project in Hung Phu Industrial Park, Tien Hai district.
According to the Office of the Thai Binh Provincial People's Committee, up to this point, all preparations for the groundbreaking ceremony and groundbreaking of the above important projects have been urgently completed by localities and units.
The groundbreaking ceremony of CT.08 highway projects through Nam Dinh and Thai Binh provinces were united in Nguyet Lam 1 village (Hong Vu commune, Kien Xuong district, Thai Binh province); The groundbreaking ceremony of Hung Phu Industrial Park Project and groundbreaking ceremony of the Gel-O & J car factory project in Hung Phu Industrial Park will take place in Nam Hung commune (Tien Hai district, Thai Binh province). These events are scheduled to be held in the morning on December 12 with the participation of about 500 delegates from the central to local levels.

The CT.08 expressway project, the section passing through Nam Dinh and Thai Binh provinces, is 60.9km long; of which, the section passing through Nam Dinh province is 27.6km long, the section passing through Thai Binh province is 33.3km long. The total investment of the project is over VND 19,784 billion.
The project is built according to highway standards with 4 complete lanes, a roadbed width of 24.5m, and a design speed of 120km/h. The starting point of the project is in Nghia Thai commune (Nghia Hung district, Nam Dinh province) and the end point is in Thuy Trinh commune (Thai Thuy district, Thai Binh province).
The project needs to reclaim over 492 hectares of land, of which agricultural land is over 410 hectares, residential land is over 14 hectares and 68 hectares of other land. Thai Binh province strives to complete the relocation of graves and hand over agricultural land for the project in May 2025 and complete site clearance for residential land in the fourth quarter of 2025.
Nam Dinh province also strives to complete site clearance for agricultural land and relocate graves in May 2025 and residential land in September 2025. During the project implementation, the two provinces of Nam Dinh and Thai Binh have coordinated closely, and up to now, the steps and procedures for the project to start construction have been completed.


The Hung Phu Industrial Park Infrastructure Development Investment Project was approved by the Prime Minister in September 2024, with the investor being Geleximco Hung Phu Industrial Park Joint Stock Company (under Geleximco Group).
This project has been being implemented in Nam Hung commune (Tien Hai district, Thai Binh province) with a total investment of nearly 2,000 billion VND.
In Hung Phu Industrial Park, the Omoda & Jaecoo brand automobile assembly and production factory, a joint venture between Geleximco Group and Chery Group (total investment capital of 800 million USD) is expected to create more than 10,000 jobs, not only for simple workers, but also for highly skilled workers.
Previously, on April 29, the Chairman of the People's Committee of Thai Binh province signed and issued Decision No. 766/QD-UBND approving the results of selecting investors to implement the Ninh Binh - Hai Phong Expressway Construction Investment Project (CT.08), the section passing through Nam Dinh and Thai Binh provinces under the PPP method, BOT contract type.
Accordingly, the investor who won the bid for this project is the joint venture of GELEXIMCO Group - Vietnam Construction and Import-Export Joint Stock Corporation - Phuong Thanh Traffic Investment and Construction Joint Stock Company - Nam Son Construction and Trading Joint Stock Company - Hoang Cau Infrastructure Investment and Construction Joint Stock Company with a total investment of VND 19,784.54 billion, including state capital for compensation, support and resettlement of VND 3,137 billion; state capital for construction support of VND 6,199.99 billion; investor and project enterprise capital responsible for arrangement is VND 10,447.55 billion.
The project's toll collection and capital recovery period is a maximum of 25 years and 4 months; the construction period is from 2025, basically completed in 2027, put into operation from 2028.
