Many items are damaged, weeds grow rampant
In 2006, the People's Committee of Dak Nong province (old) assigned BMC Construction Materials and Commercial Installation Co., Ltd. as the investor of the BMC - Dak Nong Industrial - Handicraft Cluster project.
The project has a scale of more than 37ha, with a total investment of over 83 billion VND. The project is expected to become a driving force to attract businesses, create jobs and promote local economic development.

According to the plan, the project will be completed in 2010 with a synchronous infrastructure system. However, so far the project has only reached about 80% of the volume. Many essential items such as electricity systems, internal transportation, water supply and drainage, and wastewater treatment have not been completed.
Lack of synchronous infrastructure causes businesses to incur costs when renting land, and face difficulties in completing legal procedures on investment, construction, land and environment.
Real-world records show that after many years of "covering", this area has become deserted. The main gate and security house are degraded, many items are damaged, and weeds grow rampant. Inside, there are almost no passersby...

Some internal roads are used by people to practice driving. The project cannot operate in the true sense of an industrial cluster.
Mr. T.V. B (resident of Bac Gia Nghia ward) said that local people once expected the project to create jobs and promote service and trade development. However, to date, the area is still deserted, with only a few small businesses operating, using little labor.
Many years of waiting, but the industrial cluster is still abandoned with many areas of land, which is very wasteful. Due to the lack of businesses, the demand for labor in the industrial cluster is almost non-existent, and has not solved the job demand for local people," Mr. B shared.
Filling rate has not reached 30%
According to Mr. Trinh Anh - Chairman of Bac Gia Nghia Ward People's Committee, in the period 2020 - 2023, the project has been inspected on the ground many times. The results show that lack of synchronous infrastructure is the main reason why investment attraction faces many obstacles.
After nearly 20 years, the industrial cluster only has 4 operating businesses, the occupancy rate is less than 30%, and most of the area is still vacant.

In addition, the financial capacity and implementation organization of investors are still limited, not meeting the requirements for project implementation according to schedule. The slow completion of infrastructure continues to be a "bottleneck" that makes businesses hesitant to invest.
Bac Gia Nghia Ward People's Committee has reported on the implementation of the BMC - Dak Nong Industrial Cluster project; at the same time, it proposed that Lam Dong Provincial People's Committee consider and direct the investor to transfer the project to a unit with sufficient capacity to continue implementation.
In case of non-implementation, it is necessary to consider terminating project operations according to legal regulations to avoid prolonging the situation of wasting resources," Mr. Trinh Anh informed.
