Technology transformation, revenue transparency
From June 1, 2025, according to the provisions of Decree No. 70/2025/ND-CP of the Government, business households with annual revenue of VND 1 billion or more must use electronic invoices generated from computers to connect data with tax authorities.
Recorded in Dong Ha City, one of the localities with a large number of business households in Quang Tri province, it shows the proactive and cooperative spirit of the people. Although some households were initially concerned and hesitant about having to change their manual recording habits, with the support of tax authorities, the majority quickly accessed the technology and completed the registration.
Mr. Ho Chi Tam, owner of a store specializing in selling food and baby supplies on Nguyen Trai Street, shared that when he learned about the new regulations through the press and was enthusiastically guided by tax officials, he clearly saw that this was a positive change. The electronic invoice system from cash registers helps him control his revenue better, instead of making mistakes in handwriting. However, since I have just started, I still need more time to use it proficiently.
According to Captain of the Dong Ha - Cam Lo Inter-district Tax Team Nguyen Van Thao, the unit is managing 45 business households that are required to comply with the regulations under Decree No. 70, and has so far achieved a rate of 100% of households successfully applying. The determination of households with revenue of VND1 billion or more is carried out by the tax authority based on management data, combined with field verification, analysis of bank transactions, input invoices... to ensure fairness, transparency and no "corruption".
According to Mr. Nguyen Van Thao, the implementation of electronic invoices from money computers brings clear benefits such as: helping businesses accurately track revenue, increasing prestige with customers, and creating tax fairness among business entities. This is also a step forward to contribute to limiting budget losses and preventing trade fraud.
There are still problems that need timely support
Although the initial results were positive, the actual implementation process still had many problems. Some households are elderly, familiar with traditional business, not proficient in technology; some individuals have errors when registering for digital signatures, operating software or not proficient in using cash registers...

In that situation, the Tax Department of Region XI has directed tax teams to coordinate with software providers, banks and People's Committees at the commune and ward levels to increase technical support, organize training, establish mobile working groups, install TaxMobile applications, instruct account registration and promptly update data for business households.
At the same time, continue to widely disseminate information so that people clearly understand the benefits and obligations, thereby proactively complying. "We will closely monitor the implementation progress and immediately handle arising difficulties to ensure that 100% of households and individuals in the affected areas comply with regulations" - Mr. Nguyen Van Thao emphasized.
By the end of May 2025, the whole province had 451 households and individuals successfully using electronic invoices from cash registers. This is a remarkable result in the digital transformation of the tax sector, towards a transparent, modern and sustainable business environment.
