Completing the legal framework and organizing the apparatus at the commune and ward levels
On the morning of June 19, at the online conference on professional training for cadres, civil servants and public employees of Hanoi city and the (new) commune level to pilot the two-level local government model, Director of the Department of Home Affairs Tran Dinh Canh said: with the spirit of "running while lining up", the Department of Home Affairs has proactively researched and closely advised on draft guidelines, orientations and official regulations issued by the Central Government.
Up to now, the legal framework for the two-level local government model has been basically completed.
Regarding the organizational model in the new communes and wards, Mr. Tran Dinh Canh informed that on the afternoon of June 16, the Standing Committee of the City Party Committee gave its opinion on the plan to organize the commune-level government apparatus. On the morning of June 19, the Standing Committee of the City Party Committee will officially approve the final plan.
The Director of the Department of Home Affairs also said that on the afternoon of June 19, the Department will submit to the Chairman of the City People's Committee to issue a notice on the allocation of the list of Department Heads, Deputy Department Heads, payroll, civil servants of each department, public service unit and contract workers of 126 communes and wards.
The apparatus of the commune-level administrative agency will include three specialized departments: Office of the People's Council and People's Committee of the Economic Department (for the commune) or the Economic, Infrastructure, Urban Affairs Department (for the ward); Department of Culture - Society.
The City Public Administration Service Center continues to operate with 4 departments, 2 public service units and 12 branches. The Center will continue to receive administrative procedures (AP) from the city's departments, branches as well as APs not dependent on administrative boundaries; deploy digital records, complete AP settlement software; restructure and control APs; build operating mechanisms and organize professional training for officers and civil servants receiving APs.
The administrative service department under the People's Committee at the commune level will be consolidated or newly established. This department is headed by a Vice Chairman of the People's Committee at the commune level, including a Deputy Head of the department and a maximum of 6 civil servants (specific numbers depend on the scale, area, population and volume of administrative procedures to be arranged appropriately). This department is a affiliated unit, under the direct management of the People's Committee at the commune level.

At the meeting of the People's Council at the commune level after June 30, a resolution will be passed to establish specialized departments and public administrative service departments under the People's Committees of the new communes and wards. Along with that, the Chairman of the People's Committee at the commune level will appoint department heads and deputy department heads to put the apparatus into operation.
The public service units under the People's Committee at the commune level include three groups: Basic and essential public service units with State budget guarantees such as: kindergartens, primary schools, secondary schools in the area; cultural - sports centers; health stations.
The public service unit ensures regular expenditures, such as: Project and Infrastructure Management Board under the Commune People's Committee; management and service provision units related to land fund development, site clearance, parks, trees, bus stations, etc.
Spending more than 300 billion for civil servants on leave under the regime of 178; there are more than 1,000 cases that continue to wish to retire
Regarding the plan to arrange cadres, civil servants, public employees and workers in new communes and wards, the Director of the Department of Home Affairs said that the whole city has resolved the retirement regime for more than 300 cadres and civil servants according to Decree No. 178/2024/ND-CP dated December 31, 2024, with a total cost of more than 300 billion VND. There are currently over 1,000 cases continuing to wish to retire. After June 19, the organizational apparatus, staffing, and staffing of 126 new communes and wards will officially take shape.
Regarding the handover, the City People's Committee has established 11 working groups headed by Vice Chairmen of the City People's Committee and Directors of some departments. These teams have worked directly with the units to ensure progress and quality, promptly resolving arising problems.
Mr. Tran Dinh Canh emphasized: "Whether or not the new apparatus is operated effectively depends largely on the handover work, especially the complex tasks, related to data, unfinished work volume, transition from the old unit to the new unit".
To effectively operate the new government model, the Director of the Department of Home Affairs recommends focusing on 4 contents:
Arrange cadres and civil servants according to departments, units, correct job positions and approved staffing;
Attached to the equipment and means of work, especially for departments to be put into operation immediately;
Review and complete the handover minutes and orient priority tasks that need to be resolved in advance;
Special attention is paid to departments that directly come into contact with people and organizations in handling administrative procedures.
