Strengthening inspection of import-export goods at risk of fraudulent origin

The Customs Department launched a peak period of import-export control, handling counterfeit goods, goods of unknown origin and commercial fraud.

Implementing the instructions of the Prime Minister and the Minister of Finance, on May 18, 2025, the Customs Department issued Official Letter No. 5214/CHQ-DTCBL to strengthen the fight against smuggling, trade fraud and counterfeit goods in the new situation.

Accordingly, the Customs Department directed the Anti-smuggling Investigation Department, Customs Departments of regions and border gates/outside border gates to focus resources on effectively implementing measures during the peak month to attack and suppress crimes of smuggling and illegal transportation across the border of counterfeit goods, counterfeit goods, poor quality goods, goods of unknown origin, affecting the health of consumers and public health.

The professional units will strengthen the work of collecting information, assessing and analyzing risks for items at risk, with potential risks of price and origin, not meeting import conditions, standards, regulations, and quality, especially items with large turnover, large value, high tax rates, conditionally imported and exported items, items affecting consumer health, public health to promptly detect, prevent, and handle acts of smuggling, trade fraud or transfer them to competent and competent authorities for handling according to regulations.

Strengthen coordination with functional forces to verify the origin of goods, customs records, grasp and exchange information on fraud tricks against exported and imported goods with signs of smuggling, illegal transportation across borders, tax evasion, VAT refund fraud, verification of suspicious transactions (smuggling, money laundering, illegal transportation of currency across borders, etc.) to take timely measures.

Previously, at the Prime Minister's meeting on the fight against smuggling, trade fraud, and counterfeit goods in early 2025 and the direction and tasks for the coming time held on May 14, 2025 at the Government Headquarters, Prime Minister Pham Minh Chinh requested the launch of a peak campaign to fight against and repel smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement nationwide, from May 15, 2025 to June 15, 2025.

Immediately after the meeting, on May 15, 2025, the Prime Minister signed and issued Official Dispatch No. 65/CD-TTg on launching a peak campaign to fight against and repel smuggling, trade fraud, counterfeit goods, copyright infringement, intellectual property infringement nationwide and Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation.

On May 15, 2025, the Ministry of Finance issued Plan No. 01/KH-BTC on implementing the peak month of attacking and suppressing crimes of smuggling and illegal transportation across the border of counterfeit goods, counterfeit goods, poor quality goods, goods of unknown origin, affecting consumer health and public health.
