Strong increase in budget revenue thanks to vibrant import and export

In the first 9 months of 2025, the Customs Branch of Region II achieved a total state budget revenue of VND 121,520 billion, up 6% over the same period in 2024.

Strong growth thanks to import-export

This result mainly comes from the strong increase in import-export turnover, especially import-export turnover of key items such as cars, machinery, electronic components.

Ho Chi Minh City, as a national import-export hub, always contributes a large part to the state budget. The Customs Branch of Region II has made the most of the economic recovery trend, promoted tax collection and achieved positive results. From the beginning of the year to September 14, 2025, the Department has collected VND 121,520 billion, an increase of 6% (equivalent to VND 6,968 billion) over the same period in 2024, completing 72% of the Ordinance and 69% of the target.

The increase in budget revenue of the Customs Branch of Region II in the last quarter came from the fact that import-export turnover with tax increased by 3% compared to the same period in 2024. Key products such as cars, machinery, equipment and electronic components have contributed significantly to this achievement.

Specifically, in the quarter from June 15 to September 14, 2025, the Customs Branch of Region II collected VND44,390 billion in state budget revenue, up 7% over the same period in 2024, although down 5% over the previous period. In particular, car imports during this period reached 54,316 units, with a turnover of 1 billion USD, up 10.86% in volume (equivalent to 5,320 units) and 15.34% in value (equivalent to 135 million USD). This strong growth has brought in VND16,167 billion in taxes, up 18% over the same period in 2024.

Items such as machinery, equipment and spare parts also recorded impressive growth with turnover reaching 5.4 billion USD, up 29.65%, contributing 13,519 billion VND in taxes, up 29%. Computer products, electronic products and components reached a turnover of 1.581 billion USD, up 17.47%, earning 4,105 billion VND in taxes, up 16%.

Effective tax collection management

To achieve this result, the Customs Branch of Region II has implemented many strong measures in tax collection management. In particular, the Department has requested border authorities at and outside the border gate to closely coordinate to report in detail on the import-export situation of key items, including gasoline, steel, cars and consumer goods.

The Customs Branch of Region II has also sent specialized staff to each unit to monitor the budget collection situation, ensuring data is updated accurately and promptly, helping to improve management efficiency. This is considered one of the key factors to help strengthen tax collection and income control.

Price consultation work has also achieved remarkable results. In the most recent quarter, the Customs Branch of Region II processed 5,781 declarations, rejected 2,467 declarations (42.67%), thereby increasing revenue by 67.56 billion VND. As of September 14, 2025, the Department has consulted 17,908 declarations, rejected 6,919 declarations (38.63%), and contributed VND 165.17 billion to the budget.

In addition to tax collection, the Customs Branch of Region II has also made efforts to handle tax arrears. Total overdue debt by August 30, 2025 is VND 2,116.358 billion, down VND 65.058 billion compared to the end of 2024. Of which, bad debts to be recovered account for VND 1,875.894 billion, closed debts VND 84.640 billion, debts with the ability to collect VND 119.634 billion, and administrative violation fines VND 36,189 billion. Since the beginning of the year, the Department has recovered VND64.148 billion in outstanding loans before 2025, contributing to improving the situation of tax arrears.

The Customs Branch of Region II has been implementing synchronous measures to strengthen coordination between customs units at and outside border gates. It also encourages these units to send specialized staff to monitor the tax collection situation and import-export activities.

Thanks to tireless efforts, the Customs Branch of Region II has maintained impressive budget collection results, making an important contribution to the state budget in the context of the economic recovery after the pandemic.
