On the afternoon of May 16, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a state budget settlement report for 2023.
According to Minister Nguyen Van Thang, the estimated state budget revenue is VND 1,620,744 billion; the settlement is VND 1,770,776 billion, an increase of VND 150,032 billion (9.3%) compared to the estimate.
Of which, central budget revenue (NSTW) is VND 927,511 billion, an increase of VND 63,944 billion (7.4%) compared to the estimate; local budget revenue (NSDP) is VND 843,265 billion, an increase of VND 86,088 billion (11.4%) compared to the estimate.
Regarding the settlement of state budget expenditures, the estimate is VND 2,076,244 billion; the settlement is VND 1,936,912 billion, including the expenditure from the previous year's source transferred according to regulations; down VND 139,332 billion (6.7%) compared to the estimate.
The Government has directed the drastic and synchronous implementation of many solutions for managing and operating budget revenue and expenditure, contributing positively to the completion of socio-economic development goals and tasks.
In particular, fiscal policies are managed proactively, flexibly, promptly, with focus and key points, supporting the removal of difficulties for businesses and people, controlling inflation, promoting economic growth, ensuring social security and people's lives.
State budget revenue exceeding the estimate contributes to compensating for the revenue reduction due to the implementation of policies to support businesses and people, while supplementing resources to implement salary reform policies, supplementing investment capital for infrastructure development, and performing important and urgent tasks of national defense and security.
Strictly manage state budget expenditures, thoroughly save regular expenditures right from the beginning of the year and during the management process, prioritize the arrangement of increased development investment expenditures right from the budget arrangement stage.
Strengthen inspection and examination work, improve financial and budgetary discipline and order. have strictly managed and controlled loans, repayments, government guarantees and re-lending loans.
Outstanding public debt, outstanding government debt, outstanding foreign debt of the country, and the Government's direct debt repayment obligation are lower than the prescribed ceiling and warning threshold, contributing to strengthening the national credit rating.

Regarding limitations, although the total state budget revenue exceeds the estimate, some revenue, tax and state budget revenue in some localities are low compared to the estimate.
The implementation of the state budget expenditure estimate has been limited and sometimes inadequate, affecting the progress of state budget implementation tasks; detailed allocation of public investment capital plans in some ministries, central and local agencies is still slow and prolonged.
The practice of thrift, fighting waste, and complying with financial discipline and order in some places is still not strict. Some ministries, central and local agencies prepare, review, and submit state budget settlements later than prescribed.
Also according to the Government's report, the number of state budget sources transferred from 2023 to 2024 is 1,239,242 billion VND, including state budget revenue of 411,992 billion VND, state budget revenue of 827,250 billion VND.
By December 31, 2023, the balance of the State budget's salary reform fund is VND 149,208 billion, of which the balance of ministries and branches is VND 70 billion; the balance of salary reform for localities is VND 387,186 billion.
The total amount of recovered state budget support items for localities in 2023, 2022 and earlier is 13,157 billion VND.
