Within the framework of negotiating the Bilateral Agreement on counter- trade between Vietnam and the United States, Minister of Industry and Trade Nguyen Hong Dien had a simultaneous meeting with US Secretary of Commerce Howard Lutnick and US Chief Trade Representative Jami Greesoner online at 9:00 p.m. on June 19, 2025 (Vietnam time).
The negotiation session took place in an open, friendly and constructive atmosphere. The ministers spent time discussing solutions and orientations for handling the main problems in negotiations between the two countries. Minister Nguyen Hong Dien welcomed the proposals made by Minister Lutnick and Ambassador Greer to promote the negotiation process.

The Minister continued to suggest that the United States consider areas of concern to Vietnam, including countervailing and market access tax policies for some of Vietnam's key export groups.
The Minister emphasized Vietnam's viewpoint in wishing to work with the United States to build a harmonious, practical and consistent origin rule for the characteristics of the global supply chain, ensuring no discrimination and creating favorable conditions for businesses of the two countries.
Minister Lutnick and Ambassador Greer highly appreciated Vietnam's efforts and goodwill in handling issues of concern to the United States, and said that these will help the United States have the conditions to consider countervailing tax policies in accordance with the specific conditions and circumstances of Vietnam.
Both Minister of Commerce Lutnick and Ambassador Greer affirmed the desire and determination of the United States in negotiating with Vietnam towards an agreement in line with the interests of the two countries.
Ambassador Greer said that the United States Trade Representative Service (USTR) will soon complete and send back to Vietnam the necessary documents for the two sides to focus on discussing the results in line with the interests of Vietnam and the United States.
