Minister of Industry and Trade Nguyen Hong Dien has just signed a document directing the review and rearrangement of the organizational model of units under the Ministry towards streamlining, effectiveness and efficiency. The Ministry has a policy of reporting to competent authorities for consideration and decision to end the model of a general department under the Ministry for the General Department of Market Management.
At the same time, the Ministry of Research proposed to arrange the General Department of Market Management according to a new model.
Previously, on the evening of December 5, the General Department of Market Management announced the temporary suspension of recruitment of civil servants and public employees.
The Ministry of Industry and Trade will also review and rearrange the organizational model of the Ministry's units towards streamlining the internal apparatus for effective and efficient operations.
On that basis, the Ministry requests that units urgently evaluate the operations and the necessity of maintaining the organization of the unit, and on that basis propose whether or not to continue maintaining the unit.
In case of proposing to continue maintaining the unit, the Ministry of Industry and Trade requests the units to have a plan to arrange an effective organizational model. Conversely, in case the unit is assessed as not necessary to maintain, the units must have a plan to arrange and reorganize. The report must be sent to the Ministry before December 8.
The General Department of Market Management was established under Decision 34/2018 of the Prime Minister, on the basis of upgrading from the Market Management Department. This unit belongs to the Ministry of Industry and Trade, managed by a Director General and no more than 4 Deputy Directors General.
Currently, the Director General is Mr. Tran Huu Linh. The remaining four Deputy Directors General include: Mr. Hoang Anh Duong, Ms. Chu Thi Thu Huong, Mr. Nguyen Thanh Binh and Mr. Nguyen Thanh Nam.
At the time of establishment, the structure of market management was reorganized vertically. The provincial and municipal Market Management Departments will be under the direct management of the General Department. The district and county market management teams... are under the management of the provincial and municipal Departments.
Regarding its functions, the General Department is assigned to advise and assist the Minister of Industry and Trade in managing and organizing law enforcement on preventing, combating and handling acts of trading in smuggled goods; producing and trading in counterfeit goods, banned goods, goods of unknown origin; acts of infringing intellectual property rights, etc.
