Prime Minister directs Ministry of Industry and Trade to launch energy saving campaign

Prime Minister Pham Minh Chinh directed the Ministry of Industry and Trade to launch an energy saving campaign and soon implement the transition to biofuels.

Concluding at the meeting of the Task Force on Ensuring Energy Security in the face of the complex developments of the military conflict in the Middle East on March 10, 2026, Prime Minister Pham Minh Chinh directed the Ministry of Industry and Trade to launch an energy saving campaign and soon deploy a roadmap to switch to biofuel (E10), contributing to a 10% reduction in mineral gasoline consumption.

Accordingly, along with solutions to ensure the supply of gasoline, oil, electricity, coal..., the Prime Minister directed the Ministry of Industry and Trade to develop energy-saving scenarios, promote propaganda and implement energy-saving solutions throughout society, focusing on: encouraging the transition to electric and clean fuel vehicles; increasing gasoline and oil savings in transport activities; encouraging the use of public transport.

To ensure power supply, the Prime Minister requested the Ministry of Industry and Trade to direct relevant units to proactively build and update power system operation scenarios in case input fuel prices increase sharply or imported fuel supply is interrupted; direct thermal power plants to proactively ensure fuel supply for power generation, optimize power system operation methods; strengthen load management and implement power saving solutions.

Also related to this content, in Official Dispatch No. 22/CD-TTg dated March 11, 2026 on strengthening solutions to ensure the supply of gasoline and oil for production, business and consumption of people and businesses, the Prime Minister requested the Minister of Industry and Trade, Chairmen of People's Committees of provinces and centrally-run cities to, according to their assigned functions, tasks, and powers, implement appropriate, practical, and effective solutions to encourage people and businesses to use gasoline and oil economically, prioritize the use of public transport, electric vehicles, and biofuels to reduce dependence on mineral gasoline and contribute to green transformation.

At the same time, promote propaganda for businesses and people to save energy and encourage green energy transformation.

Accordingly, the Minister of Culture, Sports and Tourism, within its authority, closely coordinates with the Ministers of: Industry and Trade, Finance to direct press and media agencies to provide oriented information and propaganda, provide accurate, timely, objective, truthful, and comprehensive information about the overall domestic and world gasoline and oil market in the context of many difficulties as at present and the guidelines and solutions for direction and administration of the Government, the Prime Minister, ministries and sectors so that businesses and people understand the situation correctly, share common difficulties, and avoid negative public opinion that incites confusion and fear of shortages and creates negative psychology in the circulation, distribution, and use of gasoline and oil.

Press and media agencies under their authority proactively propagate to businesses and people to save energy and encourage green energy conversion.

Previously, on February 10, 2026, the Ministry of Industry and Trade announced the launch of the movement "All people use energy economically and effectively and respond to Earth Hour Campaign 2026". The overarching message of the movement is "Green Creativity - Green Future" to call on all levels, sectors, business communities and people nationwide to strengthen practice of economical and efficient energy use; proactively apply technological solutions, innovate production and consumption methods, gradually form a reasonable energy-using lifestyle, contributing to improving productivity, quality and efficiency of socio-economic development.

The Ministry of Industry and Trade has sent a document to the People's Committees of provinces and centrally-run cities on coordinating propaganda activities to respond to the movement "All people use energy economically and effectively and respond to the Earth Hour 2026 Campaign".

It is expected that the Ministry of Industry and Trade will organize the Launching Ceremony of the movement "All people use energy economically and effectively and respond to Earth Hour Campaign 2026" on March 21, 2026 in Hanoi.
