Finding a breakthrough direction, compensating for the shortage of microchip and semiconductor chip human resources

Bac Ninh is facing an urgent requirement for training high-quality human resources as the electronics, semiconductor, automation and digital technology industries are developing rapidly. From renovating training programs, increasing links with businesses, the locality is gradually building human resources to meet the requirements of high-tech production.

Training associated with business needs

With 35 industrial parks that have been approved for investment policy, Bac Ninh is currently one of the largest industrial centers in the North. The process of industrial development leads to a large demand for human resources, especially labor with technical expertise.

According to the Department of Home Affairs of Bac Ninh province, currently the whole province has more than 26,000 operating businesses, employing more than 820,000 workers. Of which, about 60% of workers are concentrated in the field of manufacturing and assembling electronic components, 16% in the garment industry and 24% in other fields.

In 2026, Bac Ninh enterprises have a need to recruit high-quality human resources in technical positions, supply chain management, automation, and quality testing. It is forecasted that by 2030, the human resource demand of enterprises in the area will be about 1.4 million people, especially workers with technical expertise.

Notably, for industrial electricity, metal cutting, automotive technology and welding industries, nearly 100% of graduates are immediately recruited by businesses, with salaries of about 10-12 million VND/month. Meanwhile, some new fields such as microchip technology and semiconductor chips are lacking human resources.

Mr. Doan Xuan Thanh - Deputy Director of the Department of Education and Training of Bac Ninh province - said that the education sector focuses on training human resources for key areas such as artificial intelligence, semiconductor technology, microchips, information technology, automation, precision mechanics, logistics and industrial management. Training institutions are required to increase links with businesses, innovate programs according to international standards and modernize training methods.

Bac Ninh province has issued Resolution No. 113/2025/NQ-HĐND dated December 10, 2025, stipulating policies to support vocational training and human resource training for the semiconductor, artificial intelligence and digital technology industries in the period 2025-2030.

Need for breakthrough in the "State - School - Enterprise" coordination model

Mr. To Xuan Giao - Vice Chairman of the Vietnam Vocational Education Association - assessed that to solve the long-term human resource planning problem, the forecasting of human resource demand in the next 5-10 years cannot be based on feelings or raw data from previous years, but must closely follow 4 key criteria groups including: Technology shift coefficient; capital flow drop point and disbursement progress; localization level of the supply chain; green capacity standards and digitization. To avoid training that is not close to business needs, Mr. To Xuan Giao said that there needs to be a breakthrough in the "State - School - Enterprise" coordination model. In which, businesses must become the co-designer of the training program.

For educational institutions, Mr. Giao proposed operating according to the "Factory in School" model, bringing simulated production lines or industrial standard practice equipment into the training space. Lecturers also need to be rotated and go on field trips at businesses periodically to update new technologies.
