On June 26, Ms. Tran Tue Hien - Chairman of Binh Phuoc Provincial People's Committee issued a document responding to the proposal of Son Hai Group Company Limited regarding the bidding for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway construction project (the section passing through Binh Phuoc province is nearly 7 km long).
The response document focuses on 3 main contents.
Firstly, the investor and the bidding party assessed that Son Hai Group did not meet the requirements for materials and equipment provided for the bidding package.
According to the People's Committee of Binh Phuoc province, the contractor's bidding documents have been declared and stated with incomplete information, not meeting the requirements of E-HSMT. To ensure the appraisal of bidding documents, the Binh Phuoc Provincial Project Management Board has also asked for opinions from the Bidding Management Department - Ministry of Finance. "The contractor's bidding documents do not state the information about the symbol, label, and origin of the main materials and equipment as required by E-HSMT, which is considered invalid. In this case, allowing the contractor to clarify and supplement will change the basic content of E-HSMT" - the document stated.
Thus, the investor and the bidding expert team assessed that the bidding documents did not meet the requirements.
The second content clarifies the investor and the bidding party's assessment that Son Hai Group does not meet the requirements for organizing the implementation of BIM (project information model) in the bidding package.
Regarding this issue, the People's Committee of Binh Phuoc province also affirmed that the decision of the investor and the bidding expert team to apply BIM to the construction package during the construction phase and assessed that the contractor's bidding documents did not meet the BIM criteria of E-HSMT is in accordance with regulations.
In the third content, the People's Committee of Binh Phuoc province said that the Provincial Construction Investment Project Management Board and the bidding expert team affirmed: The City Industrial Equipment Safety Technical Inspection Joint Stock Company is not an organization licensed to conduct inspection activities for specialized construction motorbikes.
Therefore, the inspection certificate of the City Industrial Equipment Safety Inspection Joint Stock Company is an illegal document, so it cannot be replaced during the bidding process. The bidding expert team assessed that the contractor's bidding documents did not meet the requirements for machinery and construction equipment for the construction of the package as in accordance with regulations.
The People's Committee of Binh Phuoc province also responded to the content of Son Hai Group's proposal on the bidding certificate of the Head of the Expert Group. The People's Committee of Binh Phuoc province affirmed that, based on the documents and bidding certificates provided by the Expert Group, comparing with the regulations and recommendations of the contractor, it was not correct.
"Evaluating the bidding documents of investors and expert groups is to ensure regulations, so the recommendations of Son Hai Group Company Limited are inappropriate" - the response document of Ms. Tran Tue Hien - Chairman of Binh Phuoc Provincial People's Committee stated.
Previously, Lao Dong Newspaper reported that Son Hai Group had issued a document protesting the results of the selection of contractors for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway. This enterprise is one of 4 contractors participating in the bidding and was rejected. This company believes that even though the unit has the lowest and most economical bidding, it is not selected. Choosing a business to bid higher can cause waste and loss of state assets.
Son Hai Group proposed many contents for bidding on the bidding documents of this enterprise. At the same time, it is recommended to re-dated this package.
