As reported by Lao Dong Newspaper, Son Hai Group has just sent a document to the Binh Phuoc Provincial Construction Investment Project Management Board regarding the objection to the results of the selection of contractors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Package, the section passing through Binh Phuoc Province.
It is known that in the Bidding Minutes, this Package has 5 participating contractors and they are all big names in the transport infrastructure industry.
Of which, 4 contractors were hit by the lack of progress: Cienco4 Group Joint Stock Company and Son Hai Group Company Limited attended as independent entities; consortium contractors including Binh Phuoc Expressway Joint Venture (Dai Phong Infrastructure Construction Joint Stock Company - Vinaconex - Lu Gia Electromechanical Joint Stock Company) and Expressway Joint Venture IB250005761 (Hai Dang - Deo Ca - Thuan Ha Joint Stock Company). All 4 contractors were thualized with the same reason being that they did not achieve the technical assessment results.
The winning bidder was the consortium of contractors HCM-TDM-CT (Truong Son Construction Corporation and NTV Thanh Phat Construction and Trading Services Company Limited).
It is worth mentioning that when commenting on the competitiveness, fairness, transparency and economic efficiency in the process of organizing the selection of contractors, the bidding expert group said:
"The contractor's bid price after excluding the reserve value for volume, arising work and reserve for price inflation is 825,195,419,571 VND, higher than the package price of 810,452,684,377 VND", the Expert Group reported.
To ensure economic efficiency in the process of organizing the selection of contractors, the Expert Group had to recommend that the bidding party allow the expressway consortium contractor to bid at a lower bid price.
Based on the assessment of the bidding price re-sell dossier, the Expert Group agreed and recommended the following contents to the Investor:
The list of contractors considered, ranked and the order of contractor ranking is only a joint venture of Ho Chi Minh Expressway - TDM - CT (Truong Son Construction Corporation and NTV Thanh Phat Construction and Trading Services Company Limited).
Once again, the expert team affirmed that the competitiveness, fairness, transparency and economic efficiency in the process of organizing the selection of contractors for this package have been guaranteed.
Son Hai opposes because the opponent won the highest bid
Previously, as Lao Dong reported, on May 26, Son Hai Group Company Limited sent a document to the Binh Phuoc Provincial Construction Investment Project Management Board to express its disagreement with the results of the selection of the contractor for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Package, the section passing through Binh Phuoc province.
According to Son Hai, the expressway construction package announced to be opened for bidding is more than 880 billion VND. Among the participating contractors, Son Hai Group is the unit that offered the lowest price - more than 732 billion VND, saving the State budget more than 148 billion VND (equivalent to a discount rate of nearly 17%). However, this group did not win the bid because it did not meet the technical requirements of this package.
Meanwhile, the results announced show that the winning bidder is the contractor with the highest bid price - more than 866 billion VND, saving the state only about 14 billion VND.
This enterprise believes that it has completed many key projects and works with high quality. Giving such reasons affects the reputation of the business. At the same time, it does not save much cost for the State.
Talking to the reporter, the Chief of the Office of Binh Phuoc People's Committee said that it had been informed about the incident. Currently, the unit is advising to lead the Provincial People's Committee to direct the Management Board of Binh Phuoc Construction Investment Project to clearly report this case to the provincial People's Committee and Binh Phuoc Provincial Party Committee. Secondly, it is suggested that the Management Board of Construction Investment Projects of Binh Phuoc Province invites the contractor, Son Hai Group to work.
The Chief of the Office of Binh Phuoc Provincial People's Committee added that, through preliminary grasp, the bidding was widely implemented. The information of dots or drops is public on the national bidding network. The bidding process also complies with the provisions of law.
