On May 29, the Government Office issued a document conveying the direction of Central Party Committee member, Deputy Prime Minister Tran Hong Ha on the case of the contractor submitting a petition and protesting the bidding results at the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.
The Government assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to guide the People's Committee of Binh Phuoc province to direct investors to promptly receive and handle contractors' petitions/oppositions in accordance with the provisions of the law on bidding.
Deputy Prime Minister Tran Hong Ha also requested the establishment of an inter-Ministry of Finance and Construction Working Group to immediately conduct an inspection of the organization of contractor selection for this package.
The inspection content includes the bidding documents, the results of the bidding document assessment, the handling and settlement of recommendations in bidding; the capacity and experience of the expert team and other necessary contents.
The Deputy Prime Minister noted that the inspection stage must ensure fairness, objectivity, transparency and economic efficiency; ensure correctness in the maximum decentralization policy for localities to decide, localities to do, localities to take responsibility but must go hand in hand with timely inspection and supervision.
Ministries, branches and units must complete the inspection and report to the Prime Minister before June 10.
The People's Committee of Binh Phuoc province is assigned to closely coordinate with the Ministry of Finance and the Ministry of Construction in the process of performing tasks; direct investors, bidding parties, and expert groups to report, provide timely and complete documents, information and documents.
As Lao Dong reported, Son Hai Group had previously sent a document to the Binh Phuoc Provincial Construction Investment Project Management Board regarding the objection to the results of the selection of contractors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Package, the section passing through Binh Phuoc Province.
According to Son Hai, the expressway construction package announced to be opened for bidding is more than 880 billion VND. Among the participating contractors, Son Hai Group is the unit that offered the lowest price - more than 732 billion VND, saving the State budget more than 148 billion VND (equivalent to a discount rate of nearly 17%). However, this group did not win the bid because it did not meet the technical requirements of this package.
Meanwhile, the results announced show that the winning bidder is the contractor with the highest bid price - more than 866 billion VND, saving the state only about 14 billion VND.
This enterprise believes that it has completed many key projects and works with high quality. Giving such reasons affects the reputation of the business. At the same time, it does not save much cost for the State.
