At many traditional markets in Ho Chi Minh City, many traders are still expressing concern and confusion about the major change in tax payment methods, when they will soon have to switch to electronic tax declaration.
Mr. Dinh Tan Phat - a fruit trader on Nguyen Trai Street - shared: "I still don't know how to use a smartphone, now it's really difficult to declare taxes and make electronic invoices. Every day, I buy hundreds of fruit sticks from farmers, but they don't have input invoices, so I don't know how to prove the origin of the goods."
According to records, most traders at traditional markets still record their revenue in notebooks, not used to operating on phones or computers.
In response to concerns from traders, the tax authority said that the industry is implementing many support measures to make the conversion process go smoothly, while guiding business households on new procedures.
According to Ms. Mai Thi Nghia Le - Head of the Personal Tax Department, other business households and revenue - Ho Chi Minh City Tax Department, in the process of converting from a contract household to a declaring household, business households need to carry out some preparation steps, in which the management and use of invoices is the key content.
Ms. Le said: "Currently, when switching from a contract household to a declaring household, but still paying tax at the rate of revenue, business households have not declared value added tax according to the deduction method, so the use of input-output invoices has not been fully applied. However, the management and storage of invoices and documents is still very necessary, because this is the basis for proving the origin of goods when converting tax declaration methods".
She also noted that business households should proactively prepare some other contents such as contacting and signing contracts with electronic invoice solution providers, especially electronic invoices generated from cash registers. Select a reputable unit responsible for providing and supporting invoice software. To support traders in the conversion period, the Ho Chi Minh City Tax Department has increased propaganda and direct guidance at markets and business areas. Many training sessions and dialogues are organized to help businesses understand the declaration process, how to use electronic invoices as well as the rights and obligations when switching to the new form.
Mr. Nguyen Tien Dung - Deputy Head of the Ho Chi Minh City Tax Department - said: "business households need to clearly understand the regulations on invoices, documents, accounting books and tax declaration on electronic platforms such as eTax, eTax Mobile or the National Public Service Portal. They also need to be equipped with necessary equipment such as computers, printers, smartphones and software, and at the same time choose a suitable electronic invoice service provider to record and pay taxes in accordance with regulations.
To support taxpayers, the tax sector is coordinating with companies providing electronic invoices, consulting units and tax agents to organize training and direct guidance at markets and shopping areas. The instructions will help traders get used to electronic operations, declare revenue and prepare invoices in accordance with regulations.
"We not only change the way of collecting taxes, but also help businesses form more transparent management habits" - Mr. Dung affirmed.
Ho Chi Minh City Tax also launched an emulation movement to implement the 60-day peak plan to convert the model from contract tax to declaration for business households. This campaign is being implemented simultaneously and vigorously at all 29 affiliated Grassroots Taxes.
This is considered the strongest move of the city's tax sector, aiming to comprehensively convert 100% of the total of 345,493 business households subject to contract tax to the form of declaration. The deadline for completing this ambitious task is before January 1, 2026.
