From January 1, 2026, contract tax will be officially abolished, nearly 5 million business households nationwide will enter a new phase - self-declaration and self-payment of taxes. To help taxpayers adapt, in recent times, the Tax sector has implemented many support solutions.
Accordingly, the Tax Department issued Decision No. 3352/QD-CT directing units in the whole industry to focus on implementing the Plan "60 peak days of converting the model from contract tax to declaration". The campaign will last from November 1 to December 30, 2025, deployed nationwide, focusing on traditional markets, commercial streets, and areas with many business households.
Sharing about the launch of the campaign, Deputy Director of the Tax Department Mai Son said that the goal is to provide maximum support for business households to understand, agree and be able to declare and pay taxes electronically. Faced with concerns of small households about equipment or declaration skills, the Tax sector has conducted a field survey to classify disadvantaged household groups, thereby developing a suitable support roadmap.

The tax authority has carefully prepared, coordinating with software solution providers, tax agents, and accounting agents to help businesses make smooth transfers. Most households record daily by hand - importing goods, selling goods, and goods - we only help people move those records to digital platforms, through electronic devices, to make the process more accurate and accurate," said Mr. Mai Son.
According to him, in the first phase, the tax authority did not impose heavy penalties, but focused on guiding and interacting directly at markets and streets.

In the 60-day plan, the Tax Department requires 100% of business households to have access to information, receive direct or online support, and ensure that problems are resolved within 24 hours. Each location has its own focal point, a hotline that answers 24/7. The entire registration, declaration, and electronic tax payment process is free, without additional fees or requests for software purchase.
Creating a foundation for a culture of self-respected tax compliance
According to Mr. Mai Son, the Tax sector is upgrading the eTax Mobile system to provide all tax services on a digital platform - from business registration, declaration, tax payment to lookup, interaction, problem handling - helping taxpayers carry out "one-touch" procedures, anytime, anywhere.
Responding to the campaign, many technology businesses have joined in supporting. MISA Joint Stock Company announced a 3-month free software donation program for 2 million businesses moving from contract tax to declaration, with a package of solutions to help create invoices, sign numbers, record books and pay taxes electronically.
According to the Tax Department, this is a practical action, helping businesses get used to transparent tax management methods faster, reduce costs and limit errors.
Ms. Nguyen Thu Ha, a grocery store owner in Cau Giay (Hanoi) for more than 10 years, shared: "At first, I thought it would be very complicated, but the tax officer brought a tablet to the market and gave me instructions step by step, now I know how to declare and pay taxes by phone. It doesn't take too much time, doesn't take time to travel, and I'm not afraid of being out of date like before".
According to the Tax Department, the ultimate goal of the campaign is to put 100% of business households under modern management - self-declaration, self-payment of taxes, transparency and fairness. The tax industry also expects this campaign to create a foundation for a culture of self-respected, transparent and sustainable tax compliance.
