On September 9, in Nghe An, the Ho Chi Minh City People's Committee coordinated with 8 provinces and cities including Nghe An, Cao Bang, Thai Nguyen, Ninh Binh, Thanh Hoa, Ha Tinh, Quang Tri and Hue City to organize a conference to summarize the socio-economic development cooperation agreement for the period 2023 - 2025 and sign the agreement for the period 2026 - 2030.
The conference had nearly 400 delegates, including representatives of ministries, sectors, local leaders and the business community.
Speaking at the conference, Mr. Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee - said that the cooperation program between Ho Chi Minh City and northern and North Central provinces and cities is increasingly being concretized and expanded in many fields.

According to Mr. Hai, the period 2026 - 2030 needs to create a clearer shift, towards long-term, in-depth cooperation programs, associated with specific products and projects and bringing practical efficiency.
In the period 2023 - 2025, Ho Chi Minh City has coordinated to organize 22 regional linkage activities and 98 bilateral cooperation activities.
In the field of trade, 22 promotion programs were organized, attracting more than 500 businesses and cooperatives to participate, introducing more than 700 products; signed 54 memorandums of understanding and formed about 55 potential orders.
There are 249 products from localities connected to modern distribution and retail systems.
In investment promotion, Ho Chi Minh City coordinated to implement 4 programs, connecting 279 projects. In which, Quang Tri has 158 projects, Thanh Hoa 92 projects, Nghe An 21 projects and Thai Nguyen 8 projects.
In Nghe An alone, connection activities contributed to attracting 3 industrial park infrastructure projects with a total capital of about 6,926 billion VND.

The tourism sector has more than 18 programs and events, attracting over 1,000 units, about 80,000 visitors and more than 500 international buyers. Ho Chi Minh City also implemented 29 training programs with more than 1,100 participants and 4 health cooperation activities.
The presentations at the conference emphasized the requirement to shift from promotion and exchange activities to programs, projects and value chains with specific outputs.
Localities propose strengthening links in logistics, tourism, science and technology, health, human resource training, investment promotion; and expanding output for agricultural products and OCOP products in the Ho Chi Minh City market and aiming for export.
In the field of tourism, Nghe An proposes to build the product "Journey from the City named after Uncle Ho to Uncle Ho's hometown", connecting Ho Chi Minh City with Kim Lien and cultural and historical destinations of Nghe An.
At the conference, Ho Chi Minh City and 8 provinces and cities signed an agreement on socio-economic development cooperation for the period 2026 - 2030. The new phase is expected to implement 6 regional-level events and 96 bilateral cooperation contents.

Speaking at the closing ceremony, Mr. Bui Minh Thanh - Vice Chairman of Ho Chi Minh City People's Committee - emphasized that the period 2026 - 2030 needs to "do more together and create greater value", making businesses the central subject of the linkage process.
According to the new orientation, each cooperation content needs to clearly define goals, output products, resources, progress and implementation responsibilities; gradually shifting from event-based connection to linkage through specific projects and value chains.
