On September 20, according to PV's investigation, Dien Bien Provincial People's Committee has just issued a decision to recover over 40.4 billion VND of 2026 funds from a series of agencies and units.
At the same time, the province also supplemented nearly 10 billion VND to solve regimes for workers and arising tasks.
According to Decision No. 2085/QD-UBND, the majority of the recovered money is the source for implementing social security policies with more than 30 billion VND, focusing on buying health insurance cards, inpatient support and social allowances.
In addition, the province recovered more than 10.2 billion VND of other regular expenditures and 132 million VND from the central budget supplemented with targets, mainly allocated to science and technology, and digital transformation that has not been implemented.
Dien Bien College is the unit with the largest amount of capital recovered with 24.28 billion VND from dormitory policies and allowances. Next is the Department of Health, which was recovered more than 6.24 billion VND (mainly funds for purchasing health insurance cards for groups of beneficiaries).
The Department of Science and Technology was recovered nearly 5.45 billion VND, including an estimated 5 billion VND for the AI system to process administrative dossiers.
The Department of Finance was also recovered over 3.1 billion VND. Other units such as the Provincial Vietnam Fatherland Front Committee, Department of Justice, Department of Culture, Sports and Tourism, Department of Construction, Department of Home Affairs and Provincial Party Committee Office were recovered from tens to hundreds of millions of VND.
In the opposite direction, Dien Bien Provincial People's Committee will supplement 9.86 billion VND from the regular expenditure source assigned at the beginning of the year to remove difficulties for units.
Notably, the education sector was supported with over 5.2 billion VND to directly resolve regimes for employees: nearly 3.5 billion VND to pay salary differences for civil servant promotion, 1.2 billion VND to train Chinese for civil servants and public employees, and 455 million VND to pay severance benefits.
In addition, the Department of Culture, Sports and Tourism was supplemented with more than 3.8 billion VND, including 2 billion VND allocated to proactively organize events to promote growth, along with tourism promotion funds and organize the "27 Dien Bien culinary flavors" culinary festival.
Some agencies such as the Fatherland Front, Land Fund Development Center, Department of Ethnic Minorities and Religions have also been supplemented with funds to perform new tasks.
