On September 20, according to PV's investigation, Dien Bien Provincial People's Committee decided to supplement more than 15.3 billion VND from salary reform funds for communes and wards to implement regimes and policies for 28 civil servants and public employees who retire according to Decree 154/2025/ND-CP of the Government.
According to the decision of Dien Bien Provincial People's Committee, the total additional funding in 2026 for communes and wards to implement the staff streamlining policy is 15,385 million VND (more than 15.3 billion VND).
The funding source is taken from the transferred salary reform source from 2025 to 2026.
Funds are allocated to 10 communes and wards with a total of 28 cases eligible to implement regimes and policies according to Decree 154/2025/ND-CP.
In which, Dien Bien Phu ward has the largest number of cases and funding supplemented with 7 people, equivalent to more than 4.458 billion VND. Na Tau commune has 4 cases, supplemented with more than 2.258 billion VND; Tuan Giao commune has 4 cases, more than 1.692 billion VND.
The remaining units include Chieng Sinh commune (2 cases, 1.328 billion VND); Nua Ngam commune (2 cases, 971 million VND); Bung Lao commune (2 cases, 981 million VND); Thanh An commune (2 cases, 1.140 billion VND); Na Son commune (1 case, 536 million VND); Thanh Nua commune (3 cases, 1.307 billion VND) and Muong Mun commune (1 case, 714 million VND).
According to the summary table attached to the decision, the total cost of implementing the policy for 28 cases is more than 15.408 billion VND, of which the state budget allocated more than 15.384 billion VND.
The Provincial People's Committee assigned the Department of Finance to base on the additional funding sources to implement the allocation of estimates for units.
Chairmen of People's Committees of communes and wards are responsible for managing, using and finalizing funding sources according to regulations; and are responsible for subjects, data and proposed dossiers.
The supplementation of funds is implemented based on the decisions of the Provincial People's Committee and the Organization Committee of Dien Bien Provincial Party Committee on approving and adjusting the list of cadres, civil servants, and public employees who are eligible for early retirement and immediate resignation to enjoy the staff streamlining policy in 2026.
