Dien Bien is gradually preparing to form a series of new industrial zones and clusters, in which Thanh An Industrial Park with a scale of about 107ha and two industrial clusters in Thanh Yen commune are being studied and completing investment procedures.
According to the Dien Bien Provincial Plan for the period 2021-2030, vision to 2050 approved by the Prime Minister, the province orients to form 4 industrial parks, including Thanh An about 107ha, Thanh Minh about 90ha and Muong Thanh about 100ha.
Dien Bien is also studying another industrial park adjacent to the CT. 03 expressway (Moc Chau - Son La - Dien Bien expressway) with a scale of over 75ha and another industrial park with a minimum area of 75ha when investors are interested.
Along with that, the province orients the development of 14 other industrial clusters.
In Thanh An commune, Thanh An Industrial Park is being focused on implementing 1/2.000 scale zoning planning with an area of about 107ha.
On August 31, 2026, Dien Bien Provincial People's Committee issued Decision No. 1967/QD-UBND approving the Task of 1/2,000 scale zoning planning of Thanh An Industrial Park.
Currently, the project is being summarized and receiving opinions for completion. The industrial park is expected to attract processing, manufacturing, supporting industry, clean industry, high-tech application industry, logistics and high value-added and environmentally friendly industries.
However, the project still has many procedures to be completed, from investment policy, investor selection to land, environment, construction and infrastructure investment.
In the process of completing the planning, the province requested to clarify the infrastructure connection plan, especially domestic water supply, production water supply and wastewater treatment. The electricity connection plan, ground leveling and station location are also being reviewed.
In Thanh Yen commune, the province is studying two development locations for Thanh Yen 1 and Thanh Yen 2 Industrial Clusters.
Thanh Yen 1 Industrial Cluster has an orientation scale of about 30ha, expected to attract agricultural and forestry product processing, mechanical engineering, consumer goods production, confectionery, packaging, garment, logistics and production support services.
Meanwhile, Thanh Yen 2 Industrial Cluster is oriented to have a scale of 40ha, with a research area of about 29.8ha in Yen Truong village. Duyen Hung Co., Ltd. of Dien Bien province has registered to be the investor for technical infrastructure construction.
Expected industries here include leather shoe manufacturing, garment, logistics and supporting services.
Although a business has registered, Thanh Yen 2 Industrial Cluster is currently in the stage of completing the dossier for establishment and evaluating the investor. The project has not had a decision to establish, has not completed investor selection and has not deployed infrastructure construction.
According to Mr. Nguyen Gia Tuan - Vice Chairman of Thanh Yen Commune People's Committee - said that after receiving the dossier from the enterprise, the commune is taking the next steps to report to competent authorities in accordance with regulations.
Ms. Quang Thi Trang (resident of Thanh Yen commune) said: "If there is an industrial park, companies will come to have more jobs for people, that would be great.
It is known that Dien Bien province is continuing to review land funds, infrastructure connectivity capacity, environmental requirements and investment procedures for projects.
According to the province's orientation, the development of a network of industrial zones and clusters associated with transport infrastructure, including the CT. 03 expressway, is expected to create more concentrated production space, thereby increasing the ability to attract businesses and investment projects to the area.
