People can now make online payments for public services on the following channels:
(i) Access the National Public Service Portal at: https://dichvucong.gov.vn
(ii) Access the Public Service Portal of ministries/sectors/localities where citizens live.
(iii) Access the VNeID application on your smartphone.
As for the payment channel on the VNeID application, citizens must install, register and authenticate at level 2 to be able to make payments for some public services that are being piloted for people in some provinces and cities. Specifically:
1. Payment of fees for issuance of Criminal Record Certificate: pilot in Hanoi and Hue City from April 22, 2024.
2. Payment of Permanent Residence Registration fee; pilot in Ho Chi Minh City and Ha Nam from July 1, 2024.
3. Payment of Temporary Residence Registration Fee: Pilot in Ho Chi Minh City and Ha Nam from August 1, 2024.
To bring convenience and speed to people, Vietnam National Payment Joint Stock Company (NAPAS) has deployed connections, providing a variety of payment methods when performing on the VNeID application, including using bank/mobile money applications to scan VietQR codes of 37 banks and Viettel Money accounts; NAPAS domestic cards issued by 44 Vietnamese banks/financial companies or payment via accounts of 7 banks.
The National Payment Corporation of Vietnam (NAPAS) has actively coordinated with ministries, branches and related units to deploy many electronic payment methods, increasing convenience, reducing time and social costs for people and businesses when paying for public services online.
The unit is actively implementing the objectives of the Project to promote bank payments for public services and the National Financial Inclusion Strategy to 2025, with a vision to 2030, promoting the role of the unit in building the national retail payment infrastructure.
Implementing the task assigned by the State Bank on connecting public service payment infrastructure, in recent times, NAPAS has proactively coordinated with member organizations and ministries to deploy a variety of electronic payment methods to bring convenience and safety to people.
Accordingly, the National Public Service Portal and the VNeID application (built and managed by the Ministry of Public Security) are two online public service payment channels actively deployed by NAPAS to promote payment of level 4 public services for people.
