On November 10, according to news from the Office of the People's Committee of Ha Tinh province, Vice Chairman of the People's Committee of Ha Tinh province Le Ngoc Chau has just signed document No. 6695 to send to the Ministry of Planning and Investment regarding comments on the application for adjustment of the Xuan Thanh Dog Racing Sports and Entertainment Service Center Project in Xuan Thanh commune.
The Xuan Thanh Dog Racing Entertainment Service Center project in Xuan Thanh commune of Xuan Thanh Dog Racing Joint Stock Company was granted an Investment Certificate by the People's Committee of Ha Tinh province in 2007, with the first adjustment on December 25, 2014.
The project has a scale of over 29,000m2, a total investment of 300 billion VND, has completed infrastructure construction and organized a pilot opening of dog racing exhibition in 2018.
To date, the main goal of the project is to organize dog racing with betting but has not been realized due to legal obstacles on betting.
On January 24, 2017, the Government issued Decree 06 on betting business on horse racing, dog racing and international football.
After the above Decree was issued, on October 10, 2017, the investor submitted a proposal to adjust the Investment Certificate, adding the business objective of dog racing betting.
Since then, the project has been approved by the competent authority and licensed for dog racing with betting.
Recently, the investor requested to adjust the project with a proposal to distribute betting tickets including 94 betting points outside the racetrack.
Accordingly, in the first year, the organization distributes betting tickets through terminals at the racetrack. In the second year, the organization distributes betting tickets through terminals at 47 betting points outside the racetrack. In the third year, an additional 47 betting points outside the racetrack will be added to receive bets nationwide.
At the same time as opening betting points, investors will build and install a betting system using text messages via telephone switchboard to receive betting orders from customers.
“The content of the area and implementation plan of the betting business locations as proposed above by the investor is consistent with the provisions of Point a, Clause 1, Article 13 of Decree No. 06/2017 of the Government”, according to the opinion of the People's Committee of Ha Tinh province.
According to the People's Committee of Ha Tinh province, the implementation of the project according to the adjusted plan will bring positive impacts on the socio-economic development of Nghi Xuan district in particular and Ha Tinh province in general.
Contribute to developing local tourism infrastructure; diversify tourism products, promote attracting domestic and foreign tourists; create jobs for workers and increase state budget revenue.
"The People's Committee of Ha Tinh province agrees with the contents of the investor's proposed project adjustment and respectfully requests the Ministry of Planning and Investment to review, synthesize, appraise and submit to the Prime Minister according to regulations," according to the People's Committee of Ha Tinh province.
