Recently, on the highway through Binh Thuan, there have been situations where cars have stopped in the emergency lane for many reasons.
On the evening of December 2, a passenger bus stopped at the emergency stop strip of the Vinh Hao - Phan Thiet highway, Km 196, but did not place a cone or reflective signal as required and was discovered by the traffic police, who made a report.
It is worth mentioning that this bus stopped and many passengers got off the bus and urinated along the highway guardrail.
It is known that this highway is 100.8 km long, the entire route passes through Binh Thuan province and has 1 temporary rest stop. Many people believe that the need for passengers to use the toilet is an "essential need".
According to the Traffic Police, on the Vinh Hao - Phan Thiet highway there are temporary rest stops and vehicles can turn to intersections and go to restaurants and rest stops here for passengers to use the restroom.
Point c, Clause 1, Article 26 of the 2008 Road Traffic Law clearly stipulates that vehicle drivers are not allowed to drive in the emergency lane on highways.
Emergency lanes on highways are only used in certain urgent and emergency situations such as when the vehicle has a technical problem, or the driver or passenger has a health problem that prevents them from continuing to drive safely.
If forced to stop the vehicle in an unauthorized place, the driver must move the vehicle out of the roadway and take warning measures to ensure the safety of himself and other vehicles, such as turning on warning lights and placing reflective objects.
In this situation, the Traffic Police recommend that vehicles must place at least 3 cones or 3 reflective triangle signs behind the warning vehicle at a minimum distance of 150 m.
