According to the provisions of Decree 168 on administrative sanctions for violations of road traffic order and safety, effective from January 1, 2025, which stipulates the level of sanctions for drivers of motorbikes and mopeds not fully equipped with rearview mirrors, one of the conditions for motorbikes to participate in traffic is to have enough rearview mirrors and other equipment and devices to ensure visibility for the driver.
Motorcyclists who do not have a left rearview mirror or have one that is not functional will be fined from 400,000 to 600,000 VND.
Thus, according to the regulations, there will be a penalty for the case of a motorcyclist not having a left rearview mirror or having one but it is not effective, but there is no regulation on the penalty for the case of a motorcyclist not having a right rearview mirror.
Therefore, according to regulations, when participating in traffic, motorcyclists only need to have a rearview mirror on the left side of the driver to be allowed to participate in traffic.
At the same time, according to the rearview mirror standard, in the National Technical Regulation QCVN 14:2024 (issued with Circular 48/2024 effective from January 1, 2025), it is clearly stipulated that two-wheeled motorbikes and three-wheeled motorbikes must be equipped with at least one rearview mirror on the left side of the driver.
Rearview mirrors used on vehicles must meet the requirements specified in National Technical Regulation QCVN 28:2024 (issued with Circular 48/2024 effective from January 1, 2025).
As a rule, rearview mirrors must be securely installed and the driver can adjust the viewing area at the driving position.
The reflecting surface of the rear-view mirror must be convex and can clearly perceive the image behind at a minimum distance of 50m to the right and left or the center of the reflecting surface of the mirror must be at a minimum distance of 280mm from the longitudinal median plane of the vehicle.
For circular mirrors, the diameter of the reflecting surface shall not be less than 94mm and not greater than 150mm. For non-circular mirrors, the size of the reflecting surface shall be such that an inscribed circle of diameter 78mm shall be contained within a rectangle of size 120mm x 200mm.
