In a meeting to grasp the living and employment situation of workers (CNLĐ) of some businesses in industrial clusters and zones in Hanoi at the end of March, Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor emphasized that the Trade Union needs to help workers improve their qualifications and promote innovation initiatives to improve labor productivity.

Basis for improving labor productivity

Talking to Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor (VGCL), Mr. Desmond Tan - Director of Star Fashion Co., Ltd. factory shared about the need for quality human resources.

To solve this need, in 2026, the company will recruit about 1,000 more workers to maximize production capacity, and at the same time invest in upgrading machinery, equipment, and applying technology to increase productivity by 3 - 5%. The company also continues to implement digital transformation projects in human resource management and production safety...

At the company, there is a separate room for training workers. Here, workers are guided to perform stages in the production line so that they can work better. Before the sincere sharing of the business owner, the President of the Vietnam General Confederation of Labour requested the grassroots trade union to help workers have good working style, discipline, and attitude in labor, especially to help workers improve their qualifications, promote initiatives, and improve techniques, thereby improving labor productivity.

This is very consistent with promoting lifelong learning activities among workers at enterprises to implement Decision 1268/QD-TTg of the Prime Minister approving the program "Promoting lifelong learning activities among workers at enterprises to 2030". It can be seen that trade union levels have been very active in deploying lifelong learning activities among workers.

The VGCL said that through summarizing incomplete reports from provincial and city VGCLs, central industry trade unions, and General Corporation trade unions directly under the VGCL, in 3 years of implementing the program, many units have achieved and exceeded the set targets. For example, the goal on vocational skills requires striving to achieve 50% of workers at enterprises participating in learning to improve their skills and professional skills by 2025.

As a result, 1,006,354 newly recruited workers were trained in short-term vocational skills by businesses, reaching 66%; 100% of workers were propagated and mobilized to participate in forms of knowledge fostering, tutoring, and improving skills; 1,342,090 workers participated in skills competitions organized by businesses or competent authorities, reaching 24.9%; 2,117,782 workers were sent by businesses to study or self-study at educational and vocational training institutions, reaching 40.3%. This shows that the goal is being implemented in the right direction, having a clear impact on labor productivity.

Good practices of the Trade Union for workers to actively study for life

One of the units actively implementing and achieving high results in this activity is the Vietnam Textile and Garment Trade Union. The Vietnam Textile and Garment Trade Union currently manages 116 grassroots trade unions nationwide with nearly 110,000 trade union members, of which over 70% are female workers. Most are general laborers with limited qualifications and knowledge, but with the efforts of the industry trade union in organizing and creating conditions, the educational level and professional skills of textile and garment workers are increasingly improving.

To achieve this result, the Vietnam Textile and Garment Trade Union has developed and issued guidelines for implementing the program for workers at enterprises to study lifelong to 100% of grassroots trade unions. Along with that, the Industry Trade Union has developed and implemented the full-term program "Training, fostering, improving qualifications and adaptive capacity for officials, union members and workers" for the period 2023 - 2028; and signed cooperation agreements with training units in the system (Hanoi University of Industry and Trade, Ho Chi Minh City College of Technology, Long Bien Vocational College... ) in training activities for workers.

In 3 years, the industry union organized 50 training classes on professional qualifications and skills for more than 1,600 turns of workers. At the grassroots level, more than 180,000 turns of workers participated in training. Therefore, in terms of professional skills targets, on average, more than 60,000 turns of people are trained each year, exceeding the set target.

Regarding the goal of applying digital technology, the Vietnam Textile and Garment Trade Union said that, according to an official survey by the Industry Trade Union, more than 77% of workers surveyed use smartphones, and more than 61% regularly access information through social networks. Thus, most workers are popularized and have access to digital technology.

Talking about the models in the program implementation, Mr. Do Van Sanh - Deputy Head of the Trade Union Affairs Committee, Hai Phong City Labor Federation - said that the unit has launched the slogan "Be a 4.0 worker" and used the Huong Cong - Hai Phong Trade Union app. This is an app for workers, civil servants, and laborers, installed on smartphones. One of the utilities of the app is that when participating, union members receive information about programs, training courses, professional training, vocational training programs...

And the Hanoi Labor Federation focuses on effectively implementing the program "Improving the skills and professional qualifications of union members and workers" associated with a project on promoting lifelong learning activities among workers at enterprises through many models to create conditions for workers to study and improve legal knowledge, educational level, professional skills, labor discipline, industrial style, organize the compilation of materials on lifelong learning for workers; build, exploit, integrate, and share open educational resources; diversify and be flexible in training to improve skills and professional skills...

To date, 524,518 union members and workers have been trained to improve their professional skills, and 629,645 union members and workers have been trained to improve their education.
