Great President Ho Chi Minh - Genius leader of the Party, National Liberation Hero, Outstanding Cultural Figure - affirmed: "Culture must guide the nation to implement Independence, Self-reliance and Autonomy", "Culture must pave the way for the nation to go".

Implementing the ideology of beloved Uncle Ho, throughout the Congresses, Resolutions, Conclusions, and Directives of the Central Government and the Politburo, the Secretariat emphasized: Culture is the spiritual foundation of society, both a goal and a driving force for development; building a comprehensively developed Vietnamese culture, towards truth - goodness - beauty, imbued with national spirit, humanity, democracy and science.

Reality has shown that when culture is placed under the direct and comprehensive leadership of the Party, the People are creative and beneficiary subjects, the team of intellectuals, artists, and cultural cadres plays an important role, then the intrinsic strength of culture will be transformed into socio-political strength, contributing to the great victories of the Vietnamese revolution, contributing to the great achievements in the 40 years of national renovation under the leadership of the Party.

Resolution 80-NQ/TW dated January 7, 2026 of the Politburo on Vietnamese cultural development emphasizes that cultural development, people are an important foundation, endogenous resource, great driving force, pillar, regulatory system for rapid and sustainable development of the country. Cultural values must be closely and harmoniously linked, deeply ingrained in the entire social life, from politics, economy, society, environment to national defense, security, foreign affairs, truly becoming the soft power of the nation in the new era; investing in culture is investing in the sustainable development of the country, for the future of the nation.

In the draft documents of the 14th Party Congress, it continues to inherit and develop, clarifying and deeply affirming the contents related to Vietnamese culture and people in the new era, affirming the highest political determination - placing culture and people at the center of the development strategy.

Presenting a report on the Documents submitted to the 14th Congress of the Communist Party of Vietnam at the opening session of the Congress on the morning of January 20, 2026, General Secretary To Lam outlined 5 major guiding viewpoints to realize the goal of national development, including many contents related to culture.

General Secretary To Lam clearly stated that early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges; closely and synchronously combining tasks: Economic and social development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration is important and regular.

Strongly awaken the tradition of patriotism, aspiration for development, spirit of solidarity, will of self-reliance, confidence, self-reliance, self-strengthening, national pride; promote the strength of culture and people into endogenous resources, development motivation.

Promoting the strength, bravery, and intelligence of the Vietnamese people, the great national unity bloc and the people's heart formation; combining national strength with the strength of the times; proactively, resolutely, and persistently protecting independence, sovereignty, unity, and territorial integrity; protecting the Fatherland from early on, from afar. Closely and harmoniously linking economic, cultural, social, and environmental development with strengthening national defense and security, improving the effectiveness of foreign affairs and integration activities. Ensuring and protecting the highest national and ethnic interests on the basis of international law and the United Nations Charter.

In 8 consistent contents focusing on implementing strategic policies, content related to culture is also mentioned many times. General Secretary To Lam stated clearly, culture and people: The spiritual foundation of society, the inborn strength, resources and development momentum of the country. Sustainable development must first of all rely on people and culture. It is necessary to build and implement synchronously the national value system, cultural value system, family value system and Vietnamese people's standards to meet development requirements in the new period; arouse patriotism, self-reliance, aspiration to rise up; nurture compassion, affection, honesty, responsibility, discipline; create a healthy, progressive, and civilized cultural environment in families, schools, communities and in cyberspace.

Social policies must aim for inclusiveness, fairness, efficiency, and sustainability; ensuring social security; breakthroughs in education and training development; health development, focusing on people's health care; sustainable poverty reduction; improving the quality of life. Economic growth must be closely linked to progress, social equity and environmental protection, so that people's material and spiritual lives are constantly improved, so that society is truly harmonious and democratic, so that people believe in the path to socialism.

In the group of contents on building a healthy, disciplined, civilized, safe and developed Vietnamese society, content related to culture is also mentioned. The General Secretary stated clearly that for the country and nation to develop sustainably, we need to build a healthy society in morality, discipline in law, culture in behavior, civilization in governance, safety in life, and progress in development. Persistently pursue the goal of "rich people, strong country, democracy, fairness, civilization". The main focus is first of all to consolidate social discipline by upholding the rule of law, administrative reform; prevent and combat corruption, wastefulness, negativity; build a contingent of officials who are "integrity, dedication, dare to think, dare to do, dare to take responsibility" so that "national law" goes hand in hand with "people's hearts", everyone is responsible to society.

At the same time, develop modern Vietnamese culture and people, rich in identity; improve the quality of education, health, social security; narrow inequality, take care of vulnerable groups, so that no one is left behind. Strive to drastically reduce crime, move towards building a society without crime, without accidents, social evils, without negativity; truly civilized and happy.

Culture in the new era takes the happiness of the people and the nation as the basis

In the discussion session on the contents of the draft Documents of the XIV Congress at the Hall on January 21, Member of the Party Central Committee, Minister of Culture, Sports and Tourism - Nguyen Van Hung presented a paper "Promoting the biological strength of Vietnamese culture and people - the foundation for rapid and sustainable development of the country in the new era".

Minister Nguyen Van Hung outlined 3 major orientations on promoting the intrinsic strength of Vietnamese culture and people in the new era. In which, cultural and human development is an important foundation and intrinsic resource, a great driving force for the rapid and sustainable development of the country in the new era. Cultural development is placed in an overall relationship, closely linked and harmonious with politics, economy, society, environment, national defense, security, and foreign affairs. Analyzing to the end, the development of society is the development of culture; and the sublimation of culture is the peak of development.

According to Minister Nguyen Van Hung, culture and people are two factors that have an impact and are closely related to each other. Culture originates from the human element - for the purpose of survival as well as the purpose of life, being the subject, the root of creativity. Developing culture for the perfection of human character and capacity and building people to develop culture. Culture is a front; building and developing culture is a long-term revolutionary cause, requiring revolutionary will and perseverance. Only by maximizing human resources, internal strength in the whole people, mobilizing all levels, all sectors, and the whole society to participate can the cause of building and developing culture be successful. At the same time, it is necessary to harmoniously handle the pairs of relationships between "building" and "resistant"; between "tradition" and "modernity", between "preservation" and "development", "real life" and "digital space".

Assoc. Prof. Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee for Culture and Society - analyzed that one of the very noteworthy points in the Report on Documents submitted to the 14th National Congress at the opening session is that content related to culture has appeared up to 14 times with a spirit affirmed: Culture is no longer a sub-part, nor just a "spiritual field", but is seen as a constituent factor of national capacity. This is even more meaningful when placed next to Resolution 80 on the development of Vietnamese culture that has just been issued, a thematic document that is a milestone, re-establishing the order of priority and requiring institutionalization of the viewpoint "culture is the pillar of development".

According to Assoc. Prof. Dr. Bui Hoai Son, a very important thing mentioned in the report is that culture is closely linked to the goal of happiness. Developing Vietnamese culture and people to be modern and rich in identity; improving the quality of education, health, and social security; narrowing inequality, taking care of vulnerable groups, so that no one is left behind.
