Prerequisite for the new era of development of Vietnamese Culture

January 7, 2026 marked a historical milestone in the country's development process when General Secretary To Lam, on behalf of the Politburo, signed and promulgated Resolution No. 80-NQ/TW on the development of Vietnamese culture.

Vietnam is entering a new stage of development, the Resolution is not just a simple guiding document but also a "rule of action", establishing the position of culture, placing culture in the center, leading the socio-economy, shaping identity, consolidating soft power, creating motivation for innovation and connecting tradition with modernity, through drastic mechanisms and policies, promoting the role of people's subjects, deeply integrating internationally so that culture is both a goal and a driving force for comprehensive and sustainable development of the country.

Look straight at the truth to break through

Resolution 80-NQ/TW was issued in the context of the world undergoing rapid and unprecedentedly complex changes. We are witnessing the process of establishing a new world order, notably the fierce geopolitical and cultural competition between countries. In addition, traditional and non-traditional security challenges, along with the strong impact of the scientific and technological revolution, are fundamentally changing global cultural norms and values.

Domestically, historical practice has proven that each period of strong national development is associated with brilliant cultural development. In the renovation period, although institutions and resources for culture are strengthened, and the cultural industry is on the rise, the Politburo also frankly acknowledges the limitations and weaknesses that still exist.

That is, the awareness of the role of culture is not comprehensive; the institutionalization of guidelines is still slow and lacks breakthroughs. The cultural environment is not really healthy, social ethics shows signs of degradation. Investment in culture is still low, spread out and mainly relies on the State budget. In particular, the explosion of cross-border online platforms leads to the intrusion of offensive foreign elements, causing value conflicts and negative impacts on the preservation of national identity.

Facing the requirements of developing the country in the new era, towards the goal of the 100th anniversary of the founding of the Communist Party of Vietnam and the 100th anniversary of the founding of the State, Resolution 80-NQ/TW is a strategic answer, a strong thinking, placing culture as the pillar and driving force to position the country in the new world order.

Strategic vision

The first and most comprehensive value of Resolution 80-NQ/TW lies in the strong innovation in thinking about the position of culture. No longer stopping at the view that culture is the spiritual foundation, the Resolution has elevated culture to become an "important indigenous foundation, resource, great driving force, pillar, regulatory system for rapid and sustainable development of the country".

According to the Resolution, Vietnamese culture is the crystallization of the good values of the nation over thousands of years, an important resource for nurturing the intelligence and bravery of Vietnamese people. The Politburo affirmed: "Culture must go first and see the way, imbue each development policy".

The significance of this view is extremely great in the current context. When the world is establishing a new order with fierce competition between cultures, identifying culture as a pillar on par with politics, economy, society, and security - defense is a breakthrough. The Resolution requires cultural values to deeply penetrate the entire social life, becoming the soft power of the nation.

Humans are the center

Resolution No. 80-NQ/TW puts people at the center, both as subjects and as goals and drivers of development. The humanistic value of the Resolution is clearly shown through the guiding viewpoint: "Developing culture for the perfection of socialist human character in the new era and building people for cultural development".

Faced with the reality that social ethics is still showing signs of degradation and the cultural environment is not really healthy, the Resolution proposes a system of synchronous solutions to build people who develop comprehensively in Virtue - Wisdom - Body - Beauty. An important highlight is the synchronous implementation of the following value systems:

i. National value system: Peace, unity, independence, rich people, strong country, democracy, fairness, civilization, happiness.

ii. Cultural value system: Ethnic, democratic, humanistic, scientific.

iii. Family value system: Prosperity, happiness, progress, civilization.

iv. Standards of Vietnamese people: Patriotism, solidarity, self-reliance, affection, honesty, responsibility, discipline, creativity.

The meaning of concretizing these value systems is to create "resistance" for Vietnamese people to the complex and deviant impacts of foreign culture, especially in cyberspace. At the same time, the Resolution also emphasizes the promotion of the cultural values of "Uncle Ho's soldiers", the model of the People's Police "people's servants" and the exemplary culture of cadres, party members, civil servants, and public employees associated with building culture in the Party and the political system.

Breakthrough in Cultural Industry

One of the most practical and timeless values of the Resolution is the change in economic thinking in culture. The Resolution frankly recognizes that the current cultural industry is not developing commensurate with its potential. From there, the Politburo set a specific and ambitious goal that by 2030, cultural industries will contribute 7% of GDP. The cultural and creative economy industry will contribute 9% of GDP in the vision to 2045, truly becoming a pillar of sustainable development.

To realize this, the Resolution identifies focusing on key areas such as: Cinema, performing arts, cultural tourism, design, fashion, traditional handicrafts, electronic games and software/digital content. The goal is to form cultural industry groups, international-scale creative industrial clusters/parks.

This is an important turning point, transforming culture from a budget-consuming sector to a sector that creates material wealth, contributing to economic growth and enhancing national position. The construction and operation of a cultural product exchange, especially digital assets, shows a vision to catch up with the global digital economy trend.

Resource commitment

Overcoming the limitations of low and widespread investment in culture in the past, Resolution 80-NQ/TW brings great confidence to the cultural team through clear quantitative commitments.

For the first time, a specific budget target was set: "Allocate at least 2% of the total annual state budget expenditure to culture and gradually increase according to practical requirements". This is the clearest proof of the view "Investing in culture is investing in sustainable development".

In addition to the State budget, the Resolution proposes breakthrough mechanisms to unlock social resources, including: Public-private partnership (PPP) in the field of culture; Outstanding preferential policies on land and taxes for culturally innovative startups; Establishment of a cultural and artistic fund under the public-private model; Mechanism for "ordering" creation of top literary and artistic works...

These policies will unleash the creativity of stakeholders, especially the team of artists and the private sector, solve the problem of passive "subsidy" and shift to creation and development support.

Digital transformation and cultural sovereignty in cyberspace

Clearly identifying the challenges from the explosion of cross-border online platforms and the intrusion of external factors, the Resolution devotes a large amount to discussing digital culture.

The value of the Resolution lies in the fact that it not only defends (anti-) but also proactively attacks (builds) on this front. Key tasks include: building a "Digital Culture Platform for the People"; digitizing 100% of nationally ranked cultural heritages, special national level in 2026; Applying AI, Big Data, Blockchain in cultural production and distribution; Ensuring security and digital cultural sovereignty.

The resolution requires building a Code of Conduct in digital space and cleaning up the digital cultural environment. This is vital in protecting the Party's ideological foundation and preserving national identity against bad and toxic information flows.

Aspiration to reach out

Resolution 80-NQ/TW also expresses the aspiration to bring Vietnamese culture to reach out to the vast ocean, contributing to the flow of human civilization. The goal is to strive to be in the Top 3 ASEAN regions and Top 30 in the world in the Soft Power Index by 2045.

To achieve this position, the Resolution proposes strategic solutions: Establishing Vietnamese cultural centers abroad (prioritizing comprehensive strategic partnerships); Building a national brand for culture and tourism; Developing a team of "cultural ambassadors" and a network of global experts; Exporting cultural products with global competitiveness...

In particular, the unified selection of November 24th every year as "Vietnam Cultural Day" (with the policy of being a full-day holiday) is not only an honor but also an opportunity for the whole people to practice and enjoy culture, thereby promoting the image of the country and people of Vietnam.

Finally, the sustainable value of the Resolution lies in the deep concern for infrastructure and cultural workers. The goal by 2030 is that 100% of local authorities and armed forces have cultural institutions; 100% of students have access to cultural heritage education regularly.

Regarding human resources, the Resolution introduces a specific preferential treatment policy for talents, artisans, and artists. Allowing integrated general education - arts - technology training is an advanced educational thinking, aimed at preparing high-quality human resources for the cultural industry in the future.

Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture is a document of historical significance, showing the intelligence and bravery of the Party in the new era of development. With a comprehensive view, specific goals and breakthrough solutions, the Resolution not only overcomes the limitations and weaknesses that exist but also opens up a new space for national culture to develop.
