Establish close working relationships
According to the VGCL, by the end of November 2025, the organization of the Congresses at commune and ward levels has been completed. The program and content of the congresses ensure the provisions of the Trade Union Charter, plans, and guidelines of the VGCL and higher-level Trade Unions; take place solemnly according to the content and program set out, ensuring the principle of democratic centralism, solidarity, unity, innovation, promoting democracy and intelligence of trade union members and delegates attending the congress.
Reality shows that the preparation for organizing the Congress of Commune and Ward Trade Unions is very focused on. From there, creating a widespread political activity and affirming the position of the Trade Union organization.
Right from the beginning of November 2025, 145/145 Trade Unions of wards, communes, and special zones in Ho Chi Minh City successfully organized the 1st Trade Union Delegate Conference, term 2025 - 2030. With the motto: "Solidarity - democracy - discipline - innovation - development", the Trade Union Delegate Conference of wards, communes, and special zones has evaluated the results of trade union activities of wards, communes, and special zones since their establishment.
At the same time, listen to and synthesize the opinions of Trade Union officials, union members - workers for Trade Union activities as well as contributing opinions to amend and supplement the Charter of the Vietnam Trade Union; discuss and agree on targets, directions, tasks and solutions for the new term, ensuring closeness to the actual situation, high feasibility for effective implementation. Thereby, enhancing the role of the Trade Union in representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers in the coming time.
Reality shows that the Commune and Ward Trade Union is a completely new model, formed in association with the implementation of the 2-level urban government model in the spirit of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Committee.
Compared to the former Commune and Ward Trade Union organization, this new model has many basic differences, so special attention is needed in the implementation and completion process. One of the solutions proposed is to soon stabilize the organizational structure and build a scientific and effective operating order.
Immediately after the Congress, the Executive Committee of Trade Unions of communes and wards needs to urgently consolidate the organization; develop working regulations for the Executive Committee, Standing Committee, and Inspection Committee; issue a full-term work program, clearly stipulating functions, tasks, coordination procedures and operating mechanisms.
Ward and commune trade unions all build flexible, streamlined, and effective organizational models, ensuring clear people, clear tasks, and clear responsibilities. Pay attention to training and fostering grassroots trade union officials with firm political bravery, understanding of the law, propaganda and mobilization skills, and technology application, meeting the requirements of the digital transformation and rapid urbanization era.
All activities need to strongly focus on grassroots levels, taking union members and workers as the center; overcome the situation of administrativeization, ensuring that trade unions are truly reliable representatives and solid support for workers.
To meet new requirements, the Ward Trade Union needs to establish close working relationships with the Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations in the locality, ensuring the principle of synchronous and harmonious coordination in the grassroots political system. In parallel with that, gradually standardize working order, improve the quality of trade union activities, promote democracy, solidarity, responsibility and efficiency.
In addition, the Ward and Commune Trade Unions must firmly grasp the area and manage union members and workers well. The Ward Trade Unions need to conduct a comprehensive review of the situation of union members, workers and units, businesses, and production and business establishments in the area to serve the key task groups well, such as managing, caring for, representing and protecting the legitimate and lawful rights and interests of union members and workers.
Proactively coordinate with the government and employers to organize welfare activities, supporting the material and spiritual life of union members. Strengthen dialogue and collective bargaining, contributing to building harmonious, stable, and progressive labor relations.
An issue of particular concern in the activities of Commune and Ward Trade Unions is the development of union members. To do well in developing union members and establishing grassroots trade unions, it is necessary to closely follow the Party's guidelines and the State's policies - especially Resolution No. 68 dated May 4, 2025 of the Politburo on private economic development.
This is an important basis for the Ward and Commune Trade Unions to expand their scope of operation, develop union members and establish grassroots trade unions in the private enterprise sector, business households, educational - medical - service institutions. Grasping the labor situation in the area not only serves the management of union members but also helps the Ward Trade Union proactively advise the Party Committee and government in planning social policies and local economic development...
Speaking about the establishment of Commune and Ward Trade Unions, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that the establishment of Commune and Ward Trade Unions is a strategic step, contributing to consolidating the Trade Union organization system. Grassroots Trade Unions need to put the task of caring for the lives and protecting the legitimate and lawful rights of union members and workers at the forefront; and at the same time pay attention to developing union members and building an increasingly strong Trade Union organization, truly becoming a reliable support for workers at the grassroots level.
