The Vietnam General Confederation of Labor issued a document implementing No. 4092/TLD-ToC dated May 18, 2025 on the arrangement and streamlining of the trade union apparatus in the spirit of Resolution No. 60-NQ/TW of the 13th Party Central Committee.
On May 21, 2025, the Standing Committee of the Bac Giang Provincial Federation of Labor issued Official Letter No. 1626/LDLD-TCKT, directing the affiliated trade unions at all levels to implement drastically and effectively.
Accordingly, units focus on reviewing and synthesizing data of each type of grassroots trade union under their management to develop a plan to end operations for district, town, city labor federations, industry unions, provincial Party Agency Trade Unions, provincial People's Committee Trade Unions, provincial Industrial Park Trade Unions and grassroots trade unions of administrative agencies and public service units receiving 100% of the state budget.
For grassroots trade unions that are not subject to the termination of activities, after the trade union at the level directly above the grassroots level ceases operations, all activities will be handed over to the Provincial Federation of Labor for continued management and direction to ensure uninterruptedness and no impact on the ideology of cadres and union members.
Regarding personnel work, the Standing Committee of the Provincial Federation of Labor carefully reviewed, arranged and arranged appropriately, ensuring the promotion of the capacity and role of trade union officials.
Accordingly, full-time union officials under the Provincial Federation of Labor currently working at district-level and industry-level unions, Party Agencies' Trade Unions, Provincial People's Committee's Trade Unions, and Industrial Park Trade Unions will be mobilized and assigned appropriate tasks at the Provincial Federation of Labor.
In addition, the Provincial Federation of Labor will compile the wishes of full-time union officials on early retirement or resignation according to the State's support policies (Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP) to report to competent authorities for approval, ensuring legitimate rights for officials. For cadres who wish to transfer to local and professional sectors, the Provincial Federation of Labor will receive applications for registration, synthesis, and reporting to seek guidance, ensuring the arrangement in the right position and in accordance with regulations.
Regarding financial and asset work, the Standing Committee of the Provincial Federation of Labor directs the trade unions at the grassroots level to urgently guide the affiliated grassroots trade unions to fully update the situation of union financial collection and expenditure. Units must keep accounting books, inventory assets, compare debts, and prepare financial reports until the end of operations.
At the same time, the superior trade union directly shall hand over all assets, receivables, payable and accounting documents and documents on the provincial Labor Federation in accordance with regulations. Trade Union finance accumulated at the end of the operation will be transferred to the Vietnam General Confederation of Labor to continue managing and serving the activities of the Trade Union organization.
For grassroots trade unions in the administrative sector and public service units receiving 100% of the state budget, the Standing Committee of the Provincial Federation of Labor requires units to fulfill all public debt obligations before terminating operations. Grassroots trade unions are responsible for handing over all records and accounting documents to the trade union at the grassroots level, ensuring transparency and compliance with procedures, including: financial revenue and expenditure monitoring books, cash fund books, bank deposit books, estimate reports, settlement and related documents.
The Standing Committee of the Bac Giang Provincial Federation of Labor requires units to seriously implement the above contents. The arrangement and streamlining of the trade union apparatus aims to build a strong, streamlined, effective and efficient trade union organization in Bac Giang province, meeting the requirements of innovation in the current period.
