Hai Chau Ward Trade Union trains skills in building collective labor agreements

Da Nang - In the afternoon of August 13, the Standing Committee of Hai Chau Ward Trade Union (Da Nang) organized a training conference on negotiation skills and building collective labor agreements.

Mr. Nguyen Dinh Trung - Chairman of Hai Chau Ward Trade Union said that in order to support the Executive Committees of grassroots Trade Unions to improve the quality of negotiation work, coordinate the development of collective labor agreements (CLAs) that meet quality standards at enterprises, units organize in-depth training programs for affiliated trade union officials.

Collective labor agreements are considered as "private laws" of enterprises. If trade union officials are not dedicated and do not master professional skills, the legitimate rights and interests of workers are difficult to be guaranteed," Mr. Nguyen Dinh Trung emphasized.

At the training session, delegates listened to Ms. Le Thi Ngoc Oanh - Deputy Head of the Trade Union of Da Nang High-Tech Park and Industrial Parks directly exchange, share experiences and provide specific instructions on the process of building and negotiating collective labor agreements.

Through practical surveys at the conference for representatives of grassroots trade unions in many sectors (such as education, insurance, trade...), many newly appointed trade union officials are still confused in distinguishing between Internal Expenditure Regulations, Labor Regulations and Collective Labor Agreements, as well as skills in collecting collective opinions of employees.

Discussing this issue, Ms. Le Thi Ngoc Oanh noted that a legal collective labor agreement must go through a substantive collective bargaining process. In fact, inspections show that over 50% of collective labor agreements at enterprises do not comply with the correct bargaining process or only copy the provisions of the Labor Code without adding clauses that are more beneficial to employees.

According to Ms. Oanh, even a short agreement, only successfully negotiating a core content on wages, bonuses or working conditions that are more beneficial than the law, still has much more practical value than a long agreement but only "replicates the law".

On this occasion, the Hai Chau Ward Trade Union also sent a set of standard collective labor agreement draft forms and documents guided by the upper-level Trade Union to grassroots trade unions for units to proactively refer to and develop drafts suitable to the production and business practices at enterprises.
