Ho Chi Minh City does not "uniformize" staff
On August 13, the Organization Committee of the Ho Chi Minh City Party Committee sent a document to the advisory and assisting agencies of the City Party Committee; the Office of the Vietnam Fatherland Front Committee of the City; the Party Committee of Party agencies of the City; the Party Committee of the City People's Committee and the Party Committees of communes, wards, and special zones on providing data on the payroll presence of agencies and units.
According to the Organization Committee of the City Party Committee, the review and update of data is aimed at providing a basis for advising the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee to consider and decide on the official payroll for 2026.
Agencies and units are required to truthfully report the number of officials, civil servants, and public employees present as of August 12, 2026. Heads of agencies and units are responsible to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee for the reported data.
The data must be sent to the City Party Committee's Organization Committee on August 17 for synthesis and reporting to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee.
Notably, the Organization Committee of the City Party Committee said that it will advise on assigning staff for the period 2027 - 2031 according to the principle of "not egalitarianizing". Accordingly, the number of staff assigned in 2027 will change compared to the number of staff assigned in 2026, and at the same time implement the transfer of staff from surplus places to lacking places.
Therefore, agencies and units are requested to maintain the actual staffing currently used at the time of reporting until officially assigned staff in 2026.
Ho Chi Minh City is allowed to increase staff by a maximum of 20%
According to Resolution No. 09-NQ/TW dated May 19, 2026 of the Politburo on building and developing Ho Chi Minh City in the new era, the City is allowed to increase a maximum of 20% of the total number of staff compared to the assigned norms.
Previously, Ho Chi Minh City had assigned 18,548 civil servant positions. Of which, the City level assigned 7,625 positions, and the commune level assigned 10,923 positions (including 659 positions assigned to the Military Command of the commune level according to the regulations of the Ministry of National Defense).
As of March 20, 2026, the actual number of civil servants present is 15,900 people, including 6,190 people at the City level and 9,710 people at the commune level.
For civil servants receiving salaries from the state budget, Ho Chi Minh City assigned 135,341 staff positions. Of which, the City level assigned 32,136 staff positions, including 31,790 staff positions at group 3 and group 4 non-business units and 346 staff positions at associations assigned tasks by the Party and State; the commune level assigned 103,205 staff positions.
The number of officials present as of March 20, 2026 is 126,213 people, including 30,076 people at the City level and 96,137 people at the commune level.
From July 1, 2025, Ho Chi Minh City will operate a 2-level local government model after merging with Binh Duong and Ba Ria - Vung Tau provinces.
According to the Ho Chi Minh City Department of Home Affairs, after the arrangement, the number of specialized agencies under the City People's Committee decreased from 43 to 15 agencies, equivalent to a decrease of more than 65%.
At the grassroots level, the City also reduced the number of neighborhoods, hamlets, villages, and residential areas from 5,947 to 3,925 units.
Ho Chi Minh City has resolved benefits for more than 8,700 cases according to regulations; completed the approval of job positions for 168 communes, wards, special zones and gradually balanced personnel between localities and units that are surplus and short of staff.
