On February 5, the Standing Committee of Quang Tri Provincial Party Committee had a working session with the Standing Committee of the Quang Tri Provincial Labor Federation in 2025.
At the meeting, Mr. Nguyen The Lap - Provincial Party Committee member, Chairman of Quang Tri Provincial Labor Federation said that in 2024, Quang Tri Provincial Labor Federation committed to the Standing Committee of the Provincial Party Committee 7 targets, all of which were exceeded and achieved.
The targets on building public housing for teachers in remote areas; developing union members; establishing new grassroots unions; coordinating inspections and supervision of enterprises and units; supporting union members in difficulty during the 2024 Lunar New Year; negotiating shift meals - exceeded by 115% to 430%. The target on proactively and effectively implementing anti-corruption and anti-negativity measures at the agency was achieved.
In addition to the targets committed to the Provincial Party Committee Standing Committee, Union activities such as caring for and protecting the legitimate rights and interests of union members and workers; concretizing and implementing the resolutions of the Union Congress and propagating and disseminating the law; organizing patriotic emulation movements - have been focused on.
Despite many efforts, the establishment of grassroots unions and the development of union members have not yet brought about high results. In 2024, the number of grassroots unions decreased by 24, and the number of union members decreased by more than 1,800.
In particular, the rate of employees participating in compulsory social insurance (SI) as prescribed by regulations in enterprises is still low. Out of more than 3,500 enterprises, only 1,600 units currently participate in paying SI for employees. Therefore, the Quang Tri Provincial Federation of Labor recommends that the Provincial Party Committee Standing Committee continue to lead the improvement of the effectiveness of state management of SI, and strengthen inspection and examination of compliance with SI laws.
In addition, it is recommended that in the process of policy making and calling for investment attraction, the province should take into account the resources and quality of local labor, and develop a vocational training plan for local laborers in accordance with actual needs.
Quang Tri Provincial Federation of Labor also requested the Standing Committee of the Provincial Party Committee to pay attention to the policy of establishing the Provincial Economic Zone Trade Union under the Provincial Federation of Labor; to support the policy for the Provincial Federation of Labor to mobilize union members in the administrative sector, central enterprises, and stable businesses to support 200,000 VND/union member. The support money will be used to build a Union Shelter for union members in difficult circumstances and public housing for teachers in difficult areas.

Concluding the meeting, Mr. Nguyen Dang Quang - Standing Deputy Secretary of the Quang Tri Provincial Party Committee highly appreciated the fact that the Provincial Labor Federation had completed and exceeded its commitments, especially the construction of public housing for teachers in remote areas. In 2025, the Provincial Labor Federation needs to continue mobilizing resources to support teachers in remote areas, building more public housing so that teachers can feel secure in their villages and do their teaching duties well. Regarding the construction of the Trade Union Shelter, the Quang Tri Provincial Party Committee will support the Provincial Labor Federation to have the budget to implement.
Regarding other recommendations of the Provincial Federation of Labor, the Standing Committee of the Provincial Party Committee agreed. Regarding the proposal to establish a Provincial Economic Zone Trade Union under the Provincial Federation of Labor, Mr. Nguyen Dang Quang basically supported the policy, and suggested that it be carefully studied for effective implementation.
