Initial results
On February 28, speaking with Lao Dong reporter, Mr. Bui Xuan Vinh - Chairman of the Thai Binh Provincial Federation of Labor - said that the process of arranging and streamlining the union apparatus from within Thai Binh province was carried out seriously and urgently, ensuring progress according to the direction of the Vietnam General Confederation of Labor, the Provincial Party Committee - People's Council - People's Committee of Thai Binh province.
Accordingly, as of February 25, the Thai Binh Provincial Federation of Labor has completed the restructuring of the apparatus, new units are ready to come into operation from March 1.

The results of the arrangement and organization have decreased from 6 industry trade unions and equivalent to 2 trade unions at the grassroots level (from 15 to 11 units under the Provincial Federation of Labor, reaching a rate of 26.6%); reduced 1 provincial Federation of Labor Committee (reaching a rate of 20%).
Regarding management leadership positions, reduce 6 head positions including 1 Head of the Committee and 5 Chairmen of the Trade Union at the grassroots level; reduce 62 members of the Executive Committee of the Trade Union at the grassroots level (from 90 members to 28 members); reduce 22 members of the Standing Committee (from 30 members to 8 members); reduce 24 members of the Inspection Committee of the Trade Union at the grassroots level (from 30 members to 6 members).
Economic efficiency, reducing administrative expenditure for the Trade Unions at the grassroots level; reducing allowances for the Executive Committee and Inspection Committee.
Previously, the Thai Binh Provincial Federation of Labor held a conference to announce the decisions of the Standing Committee of the Provincial Federation of Labor on dissolving and terminating the activities of 6 industry unions and equivalents from February 28, including: Education Trade Union, Health Trade Union, Provincial Civil Servants' Trade Union, Construction Trade Union, Agriculture and Rural Development Trade Union, Industry and Trade Trade Trade Union; at the same time, transferred 213 grassroots trade unions (CDCS) with 30,013 union members under 6 dissolved units to other appropriate grassroots trade union units.


Announcing decisions on the establishment of two trade union organizations under the Thai Binh Provincial Federation of Labor, including: the Provincial Party Trade Union and the Provincial Government Trade Union; decisions on the appointment of leadership and staff positions of the Provincial Party Trade Union and the Provincial Government Trade Union.
Decision to establish the Provincial Federation of Labor's Vocational Affairs Committee on the basis of merging the Propaganda - Women's Affairs Committee and the Department of Legal Policy and Labor Relations; decisions on appointing the positions of Head, Deputy Head and specialist of the Provincial Federation of Labor's Vocational Affairs Committee.
In addition, there are decisions on the transfer and arrangement of cadres from dissolved industry unions and merged committees of the Thai Binh Provincial Federation of Labor to work at the Provincial Federation of Labor's Professional Affairs Committee, the Organizing Committee - Inspection Committee, the Finance and Office Committee, and district and city labor federations. These decisions all take effect from tomorrow, March 1.
Do not let the streamlining of the apparatus affect the functions and tasks of the trade union organization
"With the motto of streamlining the apparatus, the functions, tasks, and effectiveness of trade union activities have not changed. We have clearly identified the functions, tasks, working relationships, and specific responsibilities of newly established units, ensuring smooth and effective union activities. Absolutely not because of the restructuring of the apparatus, the quality and efficiency of trade union activities are reduced, affecting the legitimate and legal rights and interests of union members and workers", said Mr. Bui Xuan Vinh - Chairman of Thai Binh Labor Federation.
According to Mr. Bui Xuan Vinh, after the restructuring of the apparatus, the Thai Binh Provincial Federation of Labor has been issuing the functions and tasks of the newly established units; amending and supplementing the working regulations of the Executive Committee, regulations on decentralization of personnel management; working regulations of the Provincial Federation of Labor Party Committee.
Along with that, the finances and assets of dissolved units must be handled in accordance with regulations, avoiding waste of public assets; ensuring the integration of new grassroots unions when they join new units, avoiding disappointment.
In addition, the Provincial Federation of Labor also sets a series of new requirements for the activities of the Trade Union at the grassroots level such as: Supplementing and adjusting the annual work program to ensure uninterrupted trade union activities, especially when there are many grassroots trade unions under the characteristics of the industry and field of activity.
Continue to maintain and promote emulation movements and professional campaigns at grassroots trade unions in the sectors transferred to their units. Strengthen coordination with Party committees and the expertise of new units to ensure convenience, efficiency and quality in trade union activities. Build solidarity, unity, and relationships between grassroots unions under their management, especially new units.
