On the afternoon of February 19, the People's Council of Thai Binh province, term XVII, 2021-2026, held a meeting to resolve urgent work.

At the meeting, delegates discussed and voted to approve resolutions on renaming villages in Quynh Phu, Kien Xuong and Tien Hai districts; establishing 5 specialized agencies under the People's Committee of Thai Binh province; regulations on additional support policies for cadres, civil servants, public employees, and workers in the implementation of organizational arrangement under the management of Thai Binh province; approving the list of works and projects requiring land acquisition in Thai Binh province in 2025; approving the list of projects requiring land use purpose change with rice-growing land area and protective forest land according to the planning in Thai Binh province.
Accordingly, the delegates voted to pass the resolution on the establishment of 5 specialized agencies under the People's Committee of Thai Binh province, including: Establishing the Thai Binh Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance.
Establish Thai Binh Department of Construction on the basis of merging the Department of Construction and the Department of Transport.
Establish the Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications.
Establish the Department of Agriculture and Environment of Thai Binh on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.
Establish the Thai Binh Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs.
In addition, there is a resolution on renaming 10 villages in 3 communes of 3 districts in Thai Binh province, including: renaming Dong Hong village, in Quynh Xa commune (old) to Dong Hong 1 village, in Trang Bao Xa commune, Quynh Phu district.
Change the name of village 1, village 2, village 3, village 4, village 5, village 6, village 7, village 8 (in the old Vu Thang commune) to Vu Thang 1, Vu Thang 2, Vu Thang 3, Vu Thang 4, Vu Thang 5, Vu Thang 6, Vu Thang 7, Vu Thang 8 (in Hong Vu commune, Kien Xuong district).
Change the name of Riem Tri village, belonging to Tay Phong commune (old) to Diem Tri village (Ai Quoc commune, Tien Hai district).
In addition, the meeting also approved a resolution on approving the list of works and projects requiring land acquisition in Thai Binh province in 2025 for 728 projects with a total area of 2,195.31 hectares.
In which: Tien Hai District 113 projects with a total area of 296.37ha; Thai Thuy District 103 projects with a total area of 253.10ha; Thai Binh City 77 projects with a total area of 501.63ha; Dong Hung District 83 projects with a total area of 216.78ha; Vu Thu 101 district projects with a total area of 366.69ha; Hung Ha District 185 projects with a total area of 288.78ha; Kien Xuong District 66 projects with a total area of 271.96ha.
Resolution on approving the list of projects requiring land use purpose change with rice-growing land area, protective forest land according to the plan for 403 projects, total rice-growing land area 780.77ha, protective forest land 3.88ha.
In which: Tien Hai District 51 projects with a total rice land area of 86.48ha, protective forest land of 3.88ha; Thai Thuy District 69 projects with a total rice land area of 61.30ha; Thai Binh City 22 projects with a total rice land area of 102.50ha; Dong Hung District 61 projects with a total rice land area of 99.25ha; Vu Thu District 72 projects with a total rice land area of 159.55ha; Hung Ha District 92 projects with a total rice land area of 129.50ha; Kien Xuong District 36 projects with a total rice land area of 142.19ha.
