Still according to the content of the announcement Conclusion 05-KL/BCD and Official Dispatch 06-CV/BCD: The advisory and support agencies of Thai Binh Provincial Party Committee shall preside over the development of a plan to review and streamline the focal points of affiliated units and organizations to ensure effective and efficient operations; coordinate with the Provincial Party Committee's Organization Board and relevant agencies to draft and submit to the Provincial Party Committee's Standing Committee to issue new regulations on the functions, tasks, powers, organizational structure, and working relationships of their agencies and units, to be completed before December 31, 2024.
The Provincial Party Committee's Propaganda Department shall preside over and coordinate with the Provincial Party Committee's Mass Mobilization Committee to develop a project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Committee, to be completed before December 17, 2024; coordinate with the Provincial Party Committee's Organization Committee to submit to the Provincial Party Committee's Standing Committee to issue new regulations on the functions, tasks, powers, organizational structure, and working relationships of the new agency; propose the arrangement and assignment of cadres and civil servants of the agency, to be completed before January 15, 2025.

Thai Binh Newspaper presides over and coordinates with Thai Binh Radio and Television Station, the Provincial Party Committee's Organizing Committee, and the Department of Home Affairs to develop a project to merge Thai Binh Newspaper with Thai Binh Radio and Television Station; arrange and restructure the internal organization; propose the arrangement and assignment of cadres, civil servants, and public employees to perform functions, tasks, and powers after the merger, to be completed before December 17, 2024.
