Mr. Nguyen Tan Son - Head of the Department of Legal Policy and Labor Relations (CSPL&QHLD) of the Thai Nguyen Provincial Federation of Labor - said that the Provincial Federation of Labor has established a group of experts on provincial-level collective labor agreements (CLAs) with 8 members. Including the Vice President of the Provincial Federation of Labor and 7 full-time union officials to advise the Provincial Federation of Labor on activities to improve the quality, negotiate and sign CLAs in units and enterprises and advise, guide and assist grassroots unions and direct superiors on activities of negotiating and signing CLAs.
Since the beginning of the year, the Labor Relations and Labor Relations Committee has monitored and urged grassroots trade unions to inspect, review, and evaluate the submission of signed collective labor agreements; coordinated with grassroots trade unions and grassroots trade union executive committees to negotiate and sign agreements to improve the quality of the classification of collective labor agreements.
According to statistics of Thai Nguyen Provincial Federation of Labor, up to now, 43 new collective labor agreements have been signed (exceeding the target of 23); 320/392 (100% of units are qualified to negotiate and sign the collective labor agreement). Through the synthesis, classification and management of the collective labor agreement, it can be seen that the collective labor agreements have many contents focusing on practical commitments that are more beneficial to employees regarding wages, bonuses, allowances, and shift meals; additional paid time off during the year, visiting on holidays and Tet; conditions for employees to study and train to improve their qualifications and professional skills, etc.
Mr. Nguyen Tan Son said that through the close coordination between the Labor Relations and Labor Relations Committee with the grassroots trade unions and the grassroots trade unions, the dialogue and collective labor agreements have had many changes, especially in the awareness of the trade union staff and the employers themselves. The quantity and quality of the dialogues and collective labor agreements continue to improve, the collective labor agreements that copy the provisions of the law are gradually being replaced by higher quality collective labor agreements with more favorable provisions for employees and are gradually ensuring compliance with the provisions of the labor law.
Based on the results achieved and experience drawn from existing limitations, in the coming time, in order to effectively implement dialogue, collective bargaining, and signing of collective labor agreements, the Labor Relations and Legal Affairs Committee will continue to focus on organizing training courses to improve knowledge and skills on dialogue, collective bargaining procedures, signing of collective labor agreements, and monitoring the implementation of collective labor agreements at enterprises for trade unions at all levels in accordance with the provisions of the Labor Code.
Actively guide and support trade unions at all levels in organizing implementation. Especially support trade unions at the level directly above the grassroots level in assessing the content of the agreement for the grassroots trade union before signing; provide sample collective labor agreements, a list of suggested provisions beneficial to employees... for the enterprise's grassroots trade union to refer to.
Strengthen the support of the superior trade union for the grassroots trade union in developing the content and process of negotiating, signing and supervising the implementation of the Collective Labor Agreement... In particular, provide guidance on negotiating and signing the Collective Labor Agreement immediately after the newly established grassroots trade union.
Propose to commend and reward units that have performed well and recommend and propose the Provincial Federation of Labor to resolve limitations and difficulties in the implementation process.
