At the discussion session on December 13, the 24th Session of the 18th Thanh Hoa Provincial People's Council, delegates focused on discussing and giving opinions on many contents and results achieved in 2024. Along with that, they focused on analyzing the shortcomings, limitations and causes, especially subjective causes in the implementation; making recommendations and proposing solutions for implementation in 2025.
Contributing opinions at the discussion, delegate Trinh Thi Hoa - Permanent Vice President of the Thanh Hoa Provincial Federation of Labor said that, besides the achieved results, there are still many limitations, especially the failure to attract many high-tech projects, the failure to attract high-quality human resources to work in the province; some key projects are behind schedule; the infrastructure of industrial parks and industrial clusters is not synchronous,
According to delegate Trinh Thi Hoa, in the reports, especially the proposal to approve the 2025 socio-economic development plan of Thanh Hoa province, the 2025 state budget investment plan gives priority to infrastructure development of industrial parks and economic zones.
However, the main focus has been on technical infrastructure such as: roads, electricity, domestic water, wastewater treatment... and has not focused on infrastructure investment in industrial parks such as: social housing, accommodation for workers to buy or rent, schools, clinics...
“We went to the provinces of Bac Ninh, Bac Giang, Hai Phong… and saw that they have done a very good job with social infrastructure, so we suggest that the People's Council, People's Committee of the province and localities need to pay attention to and plan social infrastructure in industrial parks and surrounding areas to take care of workers, especially to attract labor resources” - delegate Hoa emphasized.
Delegate Trinh Thi Hoa also pointed out that in the province, there are currently 10 projects with construction permits and construction starts, with about more than 8,700 apartments, of which nearly 2,200 apartments have been put into use. In 2024, the Social Policy Bank disbursed to 406 customers, with a total amount of more than 75 billion VND. However, the majority of workers have not yet accessed the province's social housing policy.
Faced with the above situation, delegate Trinh Thi Hoa proposed a number of solutions such as: Unions and functional sectors need to do a better job of disseminating information to union members, association members and people about social housing projects; The Provincial People's Council balances local resources, including public investment, other development investment capital, regular funds entrusted to the Social Policy Bank to allow subjects to buy social housing, rent social housing, ensuring housing needs for workers.
It is necessary to organize inspections, checks or surveys of the subjects eligible to buy social housing, to see if the home buyers are eligible for preferential treatment; to determine whether the house price is suitable for the income of workers. From there, there will be better and closer policies to support workers to buy houses.
