On December 11, the Government Office announced that the Prime Minister has just signed and issued Official Dispatch No. 130/CD-TTg on urging focused direction and timely removal of difficulties and obstacles to promote the implementation of social housing projects.
In the telegram, the Prime Minister requested to continue to effectively implement key solutions and tasks to promote decentralization, decentralization, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing.
Carry out administrative procedures for land allocation, site clearance, construction investment, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, publicity, and transparency.
Regarding planning and land allocation for the development of social housing and workers' housing, the Chairmen of the People's Committees of provinces and centrally-run cities shall review and supplement urban planning and industrial park planning, ensuring sufficient land for the development of social housing, including workers' accommodation and housing for the people's armed forces.
Strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land invested in technical infrastructure in commercial housing projects and urban areas to invest in developing social housing according to housing laws.
Regarding investment in construction of social housing projects, focus on implementing the Project "Investing in construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030"; complete the assigned social housing construction target in 2024.
Include social housing development targets in the system of 5-year and annual socio-economic development targets.
Proactively allocate funds for site clearance and organize clean site clearance to have clean land for social housing. Organize auctions and bidding to select investors with financial potential and experience in public and transparent implementation.
For projects that have started construction, regularly urge to complete the project soon, organize acceptance, and put into use soon.
For projects with approved investment policies, promptly carry out procedures for selecting investors; allocating land, granting land use right certificates; establishing and appraising basic designs and technical designs; granting construction permits;... to start construction as soon as possible.
For social housing land funds that have not yet been approved for investment policy, urgently develop a plan; appraise the pre-feasibility report; update the project into the local planning program... to complete the procedures for approving the investment policy and selecting investors to implement the project.
Regarding preferential capital for social housing development: continue to review and check legal procedures, make a list of projects to build social housing, housing for workers, renovate and rebuild apartments that are eligible to borrow capital from the 120,000 billion VND package.
Publicly announce on the electronic information portal of the Provincial People's Committee so that banks have a basis to apply loans under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and synthesis.
Balance and arrange local budget capital to entrust the Social Policy Bank with loans to purchase or hire-purchase social housing; build, renovate and repair houses.
The Minister of Construction strengthens inspection, examination and handling of violations in the implementation of laws on social housing development.
The Governor of the State Bank of Vietnam coordinated with relevant ministries and branches to vigorously promote the disbursement of the VND120,000 billion credit program for loans for social housing and workers' housing.
