Hanoi - The 18th Hanoi City Trade Union Congress held a solemn session on December 30th.

Attending were Mr. and Mrs. Pham Quang Nghi - Former Member of the Politburo, former Secretary of the Hanoi City Party Committee; Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central Unions, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor; Nguyen Thi Tuyen - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Women's Union; Nguyen Van Phong - Standing Deputy Secretary of the Hanoi City Party Committee; Bui Huyen Mai - Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hanoi City... and 550 delegates representing the will, aspirations and beliefs of nearly 600,000 Hanoi Capital Trade Union members.

The Congress is a widespread, democratic political activity, a festival for officials, trade union members and trade union levels of the Capital according to the motto: "Unity - Democracy - Discipline - Innovation - Development".

With the theme: "Innovating the content and methods of operation, building a strong and comprehensive Capital Trade Union; focusing on representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the spirit of solidarity and the pioneering role of the working class in building a civilized, modern, and happy Capital".

The Congress has important tasks: Evaluating the results of implementing the Resolution of the 17th City Trade Union Congress, period 2023 - 2025; determining goals, directions, and tasks for the 2025 - 2030 term; participating in contributing to the draft amendment of the Charter of the Vietnam Trade Union and the Report of the Executive Committee of the 13th Vietnam General Confederation of Labour submitted to the 14th Congress; reviewing the leadership of the Executive Committee of the 17th City Labor Federation; electing the Executive Committee of the 18th term, electing a delegation to attend the 14th Congress of the Vietnam Trade Union; and at the same time proposing to the Party and State major issues related to the working class and trade union organization in the new situation.

Speaking at the opening of the Congress, Member of the Presidium of the Vietnam General Confederation of Labour, Member of the City Party Committee, Vice Chairman of the City Vietnam Fatherland Front Committee, Chairman of the Hanoi City Labor Federation XVII term Nguyen Van Thang said: The period 2023 - 2025 is a challenging journey, requiring the bravery and high determination of the Trade Union organization.

The Capital Trade Union activity took place in the context of the impact of the COVID-19 pandemic, the world economy and politics having complex developments, the profound impact of the Fourth Industrial Revolution; the labor market facing job pressure has directly and deeply impacted the lives and incomes of tens of thousands of union members and workers.

The work of representing and protecting the legitimate rights and interests of workers has been strengthened and substantial. The Trade Union proactively participates in building policies and laws; effectively coordinates the organization of Workers' Conferences and periodic dialogues at enterprises, with 78% of enterprises organizing annually.

82.3% of enterprises with grassroots trade unions signed collective labor agreements with many clauses that are more beneficial to workers. The highlight is the annual dialogue conference between the Chairman of the City People's Committee and workers, receiving and resolving nearly 1,600 recommendations, contributing to maintaining stable labor relations.

The work of caring for the lives of union members and workers achieved large scale and clear effectiveness. The Capital Trade Union has cared for over 2.1 million union members with a total budget of over 877 billion VND; effectively implemented the programs "Tet Reunion", "Trade Union Tet Market", "Free Cars to Take Workers Home for Tet". Supported the construction and repair of 93 "Trade Union Homes". In particular, the "Trade Union Meal" program spread widely, with more than 1,500 grassroots trade unions organizing, nearly 239,000 union members benefiting...

The Congress approved 3 breakthrough stages of the 2025-2030 term, including: Building a contingent of grassroots Trade Union officials with intelligence, bravery, enthusiasm, responsibility, with innovative, flexible, creative thinking, meeting task requirements; Promoting collective dialogue and negotiation, focusing on employment, income, occupational safety and health; Implementing digital transformation in Trade Union activities, especially in financial work, union member management and provision of Trade Union welfare services.

Speaking at the Congress, Chairman of the Vietnam General Confederation of Labour Nguyen Dinh Khang and Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong highly appreciated the results achieved by the Hanoi City Labor Federation, thereby affirming the spirit of responsibility, dynamism and high determination of the team of City Trade Union officials, making important contributions to stabilizing labor relations, promoting socio-economic development, and making worthy contributions to the overall results of the Vietnam Trade Union organization.

Regarding tasks in the coming time, Chairman of the Vietnam General Confederation of Labour Nguyen Dinh Khang requested trade union levels in the capital to focus on doing well the function of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers, this is the core function, central and consistent task of the trade union organization.

Improve the quality of participation in policy and legal development; pay attention to researching, advising, and proposing to the city effective policies to support union members and workers, meeting essential needs such as housing, kindergartens, medical examination and treatment facilities, cultural and sports facilities...; policies on training and retraining skills and digital skills, helping workers have qualifications and skills to meet the requirements of innovation, creativity and digital transformation.

Proactively detect and propose timely solutions to new and major issues arising in practice. Improve the quantity and quality of collective bargaining; promote the signing and supervision of the implementation of collective labor agreements in a more beneficial direction for workers, focusing on essential contents such as salaries, meals, working conditions, occupational safety and health and other welfare regimes, focusing on new contents such as the right to be trained in digital transformation for workers, helping workers have stable and sustainable jobs; mechanisms to encourage and motivate workers with initiatives are applied, bringing value and benefit to units and businesses...

Lao Dong Newspaper congratulated the Hanoi City Labor Federation on successfully organizing the XVIII Congress, term 2025 - 2030, electing a Executive Committee of 50 people and Mr. Nguyen Van Thang was elected Chairman of the Hanoi City Labor Federation for the term 2025-2030.
